You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center's (GSFC) PACE Solar Array Panels solicitation. The principal purpose of this requirement is to have three (3) Solar Array Panels convert energy to the electrical power for the PACE spacecraft, which is targeted to launch in 2022-2023.
This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 334413 and the small business size standard is 1250 employees.
This competitive procurement will result in a Firm-Fixed Price (FFP) contract. The anticipated contract award and effective date is late June/ early July 2019.
The contract will be performed offsite at the contractor's facility.

In order to control and protect sensitive data owned by both the Government and Government Contractors, it is now Goddard Center policy that all procurement-related documents be released in Adobe Portable Document Format (PDF). Should any issues arise with the conversion, please contact the undersigned.
All documents related to this procurement, including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Federal Business Opportunities (FBO) website at https://www.fbo.gov.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS-COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions.


This RFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for these services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation.


Proposals submitted in response to this solicitation shall be due no later than April 02, 2018, 3:00 p.m. Eastern Standard Time. Be advised, in accordance with Provision L.11, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer no later than the closing date of this solicitation listed above.


Offerors are reminded that a "Blackout Notice" for this procurement was distributed to all applicable NASA GSFC personnel concurrently with the release of the Final RFP to Industry. Therefore, all communications pertaining to this procurement shall be directed only to the Contracting Officer listed below.

NASA/Goddard Space Flight Center plans to issue a Request for Proposal (RFP) for Solar Array Panels for the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) spacecraft which is targeted to launch in 2022-2023.


This mission is planned for launch into a sun-synchronous polar orbit at 676.5 km with an inclination of 98 degrees and a 1 p.m. local ascending node crossing time.


The PACE Solar Array Panels will convert solar energy to electrical power for the spacecraft.


For more information on technical requirements, please refer to the attached Draft Statement of Work and the Draft Specifications document.


The NAICS Code for this action is 334413 with a size standard of 1,250 employees.


The anticipated release date of RFP 80GSFC19R0003 is on or about December 7, 2018 with an anticipated proposal due date of on or about January 22, 2019.


All responsible sources may submit a proposal which shall be considered by the agency.
