Vendors must use only SHEM-approved pesticides; alternative chemicals require SHEM review and approval prior to application. Chemical costs are fixed rates included in the pricing table for each contract year. Vendors must submit inspection reports after each visit documenting areas treated, pesticides applied, application methods, pest activity observed, and follow-up recommendations, with forms signed by the POSHO prior to treatment. Backup personnel are required and must be pre-approved; last-minute substitutions will not be entertained due to 3–5 working days required for visitor access approval and up to 30 days for security vetting.

Award will go to the responsible company submitting an acceptable offer at the lowest price based on initial proposals, though discussions may be held with companies in the competitive range if needed.
