About this file
This document is a Questions and Answers (Q&A) clarification file for a federal pest control services contract at a Consulate compound, structured as an IDIQ (Indefinite Delivery/Indefinite Quantity) contract mechanism.
The contract covers pest control services for all external locations within the Consulate compound boundary, addressing mosquitoes, rodents, termites, and cockroaches. Mosquito treatments occur biweekly, while rodent control and termite treatments are need-based and initiated upon confirmed activity or Post request. All services must be performed during Consulate operating hours unless otherwise authorized by the Post Security and Health Officer (POSHO) for after-hours work or when pest applications require area evacuation. Access to the compound is pre-approved through visitor access protocols, with vehicles parked in LE staff parking and equipment stored at the FAC shop. The vendor must use only SHEM-approved pesticides as specified in the RFQ documentation; alternative chemicals require SHEM review and approval prior to application. Chemical costs are included in the pricing table (Sections B.4-B.8) at fixed rates for each contract year. The IDIQ contract has a minimum threshold of PKR 266,000 and maximum threshold of PKR 5,321,000 for total task orders issued during the period of performance, with no prescribed frequency for task order issuance. Vendors must submit inspection reports after each visit documenting areas treated, pesticides applied, application methods, pest activity observed, and follow-up recommendations, along with completed Post Pest Control Forms signed by the POSHO prior to chemical treatment. Re-entry intervals must strictly follow pesticide label specifications and SHEM directives, with treated areas remaining vacated until the re-entry period elapses. Post staff must be notified in advance of any treatment requiring area evacuation, and vendors must document re-entry times on inspection reports and service logs. Backup personnel are required and must be pre-approved; last-minute substitutions will not be entertained due to 3–5 working days required for visitor access approval and up to 30 days for security vetting. An on-site entomologist is not required at all times but is mandatory for specialized treatments. Standard payment timeline is 30 days after service completion and invoice approval, with invoices requiring task order number and invoice date.

As in the total sum of the task orders issued in the period of performance shall not be lower than PKR 266,000 and shall not exceed PKR 5,321,000. Refer to Section I.2.4 (page 35) of the RFQ for details on the IDIQ mechanism.
