About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of Division 60, is conducting market research to identify contractors capable of providing Compatibility Test Facility (CTF) Engineering Design Services. The services encompass comprehensive design support across multiple phases and disciplines, including graphics design, conceptual design, preliminary design, detailed design, outfitting and installation support, and environmental impact assessments for complex naval systems. Key contract requirements mandate that all personnel be U.S. citizens holding at least a SECRET security clearance with potential Confidential Restricted Data access for Navy Nuclear Propulsion Program support, and contractors must demonstrate the technical ability to perform at least 50% of personnel costs with their own employees. Evaluation criteria will focus on the contractor's ability to manage the types and magnitude of tasking as prime contractor, technical capability and staffing approach, and capacity to conduct the full scope of work including adequate facilities and equipment. Interested parties must submit unclassified capability statements not exceeding 10 pages to jenny.e.tomeo.civ@us.navy.mil by 6:00 PM EST on February 6, 2026, with the solicitation number N64498-26-RFPREQ-PD-60-0038 listed in the subject line, with the full Request for Proposal anticipated for issuance on March 31, 2026.
This procurement carries no set-aside designation and is open to all business concerns, including HUBZone firms, 8(a) Small Disadvantaged Businesses, and Service Disabled Veteran-Owned Small Businesses. The incumbent contractor is NDI Engineering Company, currently performing work under contract N6449821F3031. The anticipated contract is structured as a Cost Plus Fixed Fee Level of Effort single award spanning five years, consisting of a 12-month base period followed by four 12-month option periods, with an estimated 64,750 total labor hours distributed equally across all five years at approximately 12,950 hours annually. Approximately 54.5% of work will be performed on-site at NSWCPD facilities in Philadelphia, Pennsylvania, while 45.5% will be conducted off-site at the contractor's facility. Key personnel requirements include a Program Manager with 15 years of naval ship and test site design experience and multiple design engineers with 10-15 years of relevant experience, with estimated travel requirements of six trips per year to Newport, Rhode Island for two personnel per trip.
