This notice seeks to establish five-year fixed-price indefinite delivery indefinite quantity contracts for pap test kits containing collection vials that allow laboratories to perform HPV testing on residual specimens, along with corresponding imaging and tissue processing systems, and related supplies to complete the testing process. The Defense Logistics Agency Troop Support Medical aims to procure these goods through its Electronic Catalog system to support the requirements of the Department of Defense Military Health System. The solicitation will require that all products be FDA approved and will evaluate offers based on contractors' ability to provide the test kits under either a cost-per-test pricing methodology inclusive of equipment usage fees and maintenance, or a non-CPT pricing methodology for facilities that already own equipment. Solicitation SPE2DE-18-R-0004 is scheduled for release on July 19, 2018 via the DLA Internet Bid Board System and has a response deadline of that same date.
No set-aside designation will be used. The estimated total value over the five-year contract period is $17,075,725. Individual contract maximums shall not exceed $42,689,310. Quantity estimates for the base period are $3,300,987, increasing incrementally each option period. Multiple awards are anticipated.

DLA Troop Support, in supporting the requirements of the Department of Defense (DoD) Military Health System (MHS), has been tasked with developing e-business solutions for pap test kits containing a collection vial with a transport medium that allows a laboratory to perform HPV testing using the residual specimen, corresponding imaging and tissue processing systems, and related supplies utilized to complete the testing process through the DLA Troop Support Medical Electronic Catalog (ECAT) System. The goal of the Pap-HPV Test Kits Program is to establish alternatives to manual "open-market" purchasing activity by re-engineering the business process to utilize electronic commerce, maximizing the benefits of greater cost-savings and higher efficiencies.
The objective of this solicitation is to establish five-year Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts containing an Economic Price Adjustment (EPA) with multiple contractors for pap test kits containing a collection vial with a transport medium that allows a laboratory to perform HPV testing using the residual specimen, corresponding imaging and tissue processing systems, and related supplies utilized to complete the testing process. All products acquired via the forthcoming solicitation must be FDA
(Food and Drug Administration) approved.
Market Research has revealed that there are multiple manufacturers who can supply the above mentioned requirement. Contractors will be required to offer their Pap Test Kits under the Cost-Per-Test (CPT) and/or Non-CPT pricing methodologies. Under the CPT pricing methodology, the contractor provides the testing equipment to the individual MTFs. The test kit unit price is inclusive of the equipment usage fee, maintenance, training, software upgrades, the pap test kit and consumables. Under this arrangement, title to the testing equipment remains with the contractor. The non-CPT pricing will also be available for those MTFs that already own or would like to purchase their equipment from the contractor and will only need to purchase the pap test kits and consumables.
The term of the contract will be a one-year Base Period and four one-year unilateral Option Periods. This procurement has an estimated value of $3,300,987 for the Base Period, $3,357,104 for the first option period, $3,414,175 for the second option period, $3,472,216 for the third option period, and $3,531,243 for the fourth option period, for a total of approximately $17,075,725 over the five-year life of the procurement. The realistic estimated dollar value, the contract maximum and a guaranteed minimum will be established for each contract awarded as a result of the forthcoming solicitation. No single contract awarded under the forthcoming solicitation shall have a stated total maximum greater than $42,689,310 over the 5 year life of the contract.
