About this opportunity
The Department of Veterans Affairs (VA) Strategic Acquisition Center is conducting market research to identify qualified sources for Heart-Lung Bypass Units through a Sources Sought Notice. The procurement focuses on acquiring LivaNova Essenz Perfusion System units or equivalent products for the Veterans Health Administration's Non-Expendable Equipment National Program. Potential vendors must demonstrate the capability to provide comprehensive heart-lung bypass units designed for cardiopulmonary bypass and extracorporeal circulation procedures. The solicitation requires vendors to submit technical literature showing compliance with specific salient characteristics, including uninterruptible power supply, user interface, modular configuration, and parameter monitoring capabilities. Responses to this Sources Sought Notice are due by December 20, 2024, at 9:00 AM EST, with vendors expected to provide detailed information about their manufacturing and distribution status.
The procurement is classified under NAICS code 334510 with a size standard of 1,250 employees, and involves a single Requirements Contract with Firm-Fixed Price orders. The contract structure includes one 12-month base period and four 12-month option periods, covering a total of 159 contract line items for main console units and associated components and accessories. Annual quantities range from 10 to 40 units per line item, with vendors required to demonstrate capability for nationwide delivery to VA medical centers. While no specific set-aside is currently designated, the VA is primarily seeking to understand market capabilities and potential sources for these critical medical devices. The solicitation represents a significant opportunity for manufacturers and distributors of advanced medical equipment specializing in heart-lung bypass technology, with potential for multiple unit procurement across the VA healthcare system.
