About this opportunity
The U.S. Air Force Materiel Command has issued a Request for Information (RFI) regarding Nuclear Surety Cross Check Analysis (NSCCA), Nuclear Safety Analysis and Technical Evaluation (NSATE), and Independent Verification/Validation (IV&V) services for Application Specific Integrated Circuit (ASIC) hardware/software integration for the Sentinel Weapon System. This market research effort seeks to understand contractor capabilities in testing, simulating, and evaluating ASICs in accordance with AFMAN 91-119 and AFMAN 91-118 standards, providing comprehensive security infrastructure for Special Access Programs, performing nuclear surety cross check analysis on modernized systems with new components, and analyzing emergent vulnerabilities across hardware, software, and network interface levels. Respondents must demonstrate their ability to comply with DoDM 5205.07 and DoDI 8510.01 security requirements and manage program interfaces with government stakeholders. Responses are limited to 10 pages, single-spaced, in 12-point Times New Roman font, and must be submitted unclassified to cameron.hutzley@us.af.mil by May 15, 2026, at 1700 MDT. The RFI does not constitute a commitment to procure services or guarantee the issuance of a future Request for Proposal.
This procurement is not set-aside for any particular business category, though respondents must identify their business classification (small business, 8(a), woman-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) under NAICS code 541330 (Engineering Services). The RFI specifies that responses may be released to government support contractors including BAE Systems, The MITRE Corporation, The Aerospace Corporation, Johns Hopkins University Applied Physics Lab, Utah State University Space Dynamics Lab, and Carnegie Mellon University, with respondents having the option to require or waive Non-Disclosure Agreements. No specific budget range or award value has been disclosed in this pre-solicitation notice, and no incumbent contractor is mentioned. All submissions become Government property and will not be returned to respondents. Interested contractors should prepare responses that address their company information, CAGE Code, relevant experience, and organizational capabilities specific to nuclear surety and ASIC hardware/software integration evaluation and verification.
Notice text
The purpose of this Request for Information (RFI) is to gather market research information for
understanding the Government’s options regarding Nuclear Surety Cross Check Analysis
(NSCCA)/ Nuclear Safety Analysis and Technical Evaluation (NSATE)/ Independent
Verification/Validation (IV&V) for the Application Specific Integrated Circuit (ASIC) hardware/
software integration for the Sentinel Weapon System. NSCCA/NSATE is defined in AFMAN
91-119/AFMAN 91-118; test, simulations, and other evaluation techniques must be used to prove
the safety and surety of the weapon system and for a thorough software verification process. The
Government is evaluating Independent Verification/Validation options for nuclear safety design
certification for ASIC hardware/software integration for the Sentinel Weapon System.
