About this opportunity
The U.S. Department of Homeland Security, Customs and Border Protection (CBP), has issued a Notice of Intent to award a sole source contract to NOMAD Global Communication Solutions, Incorporated for the procurement of three Heavy Duty Tactical Communications Trailers (TCTs) and antenna systems. The contract, valued at $1,550,682.24, is being pursued under the statutory authority of 41 U.S.C. 3304(a)(1) and FAR Subpart 6.302-1, which permits other than full and open competition when only one responsible source can satisfy agency requirements. CBP's Office of Acquisition is supporting the Operations Support and Emergency Management Division with this acquisition. The notice was posted on September 19, 2025, with a response deadline of September 24, 2025. This procurement encompasses engineering, manufacturing, and delivery of the specialized communications equipment along with technology upgrades to existing platforms.
The primary purpose of this procurement is to enhance CBP's Watch mission capabilities by providing real-time situational awareness, automated monitoring, and secure communications systems critical for detecting threats and protecting personnel, events, infrastructure, and borders. The tactical communications trailers must integrate with NOMAD's proprietary Nomad Total Command (NTC) safety automation and tracking system to ensure full interoperability and operational reliability. While CBP stated its intent not to compete this contract action, the notice invited responsible sources who believe they can meet the requirements to submit capability statements for consideration. No responses were received by the September 24, 2025 deadline, further supporting the sole source justification. The specialized nature of the required Nomad Total Command system, which provides integrated command and control software for mobile operations, necessitates procurement from the original equipment manufacturer to maintain system compatibility and mission effectiveness.
