About this opportunity

The National Institutes of Health, Office of the Director, Office of Acquisitions, intends to award a firm-fixed-price purchase order on a non-competitive basis to Illumina, Inc. for twenty Infinium Methylation Screening Array-48 Kits, with responses due June 18, 2026. This is a sole-source, brand-name acquisition under FAR 12.603 and FAR 6.302-3(a)(2)(ii), not expected to exceed the simplified acquisition threshold.

Illumina is the sole manufacturer of the Infinium Methylation Screening Array, a proprietary BeadChip product protected by patents and trade secrets, and the only methylation array compatible with the Illumina iScan System and Infinium Automated Pipelling System with ILASS already installed at the NIA Laboratory of Neurogenetics. No other manufacturer produces a functionally equivalent product, and Illumina has certified in writing that it has not authorized any third-party intermediary to provide the required products.

Delivery is to NIH NIA Laboratory of Neurogenetics, 35 Convent Drive, Building 35, Room 1A-215, Bethesda, Maryland, as soon as possible following award but no later than December 30, 2026, under Delivered at Place terms. The period of performance runs from June 19, 2026 to December 31, 2026. Each kit contains a 48-sample BeadChip and all required reagents for the EX Methylation Assay after bisulfite conversion, interrogating approximately 270,000 CpG methylation sites. The kits will support an epigenome-wide association study of DNA methylation patterns and cardiovascular disease mortality risk within the NHLBI Division of Intramural Research, Laboratory of Genomic Instability and Cardiopulmonary Outcomes. Offerors must provide product information, catalog/model numbers, documentation of salient characteristics, quantity, estimated price, shipping and handling charges, delivery timeframe, UEI, TIN, and business size certification, and must be actively registered in SAM.gov. The government reserves the right to accept responses from all responsible sources and will make a final determination on competition at its sole discretion.
