About this opportunity

The Department of Justice published a Special Notice to procure a five-year membership in the International Justice and Public Safety Network from National Law Enforcement Telecommunications Systems, Inc. on a sole source basis. The membership will provide the Department of Justice single-point-of-entry access to criminal justice data resources from all 50 states and other federal law enforcement agencies to facilitate the real-time exchange of critical law enforcement and public safety information across jurisdictions.

The purpose of the Special Notice is to acquire a membership that will allow the Department of Justice to access driver license, driver history and criminal history information through NLETS' unified law enforcement database containing sensitive security information. The deadline for responses is August 22, 2023, and a justification for other than full and open competition was approved due to NLETS being uniquely qualified as the sole owner and operator of the database. Technical and budget personnel have certified that NLETS is the only responsible source able to meet the requirement. The five-year membership was determined to have a fair and reasonable cost of $454,799.17 based on previous rates and relevant factors.
