About this opportunity
The Defense Health Agency is seeking to procure a specialized audiometric booth for Naval Hospital Yokosuka, with on-site installation and a 15-year certification. The procurement is currently structured as a potential sole-source award to J.W. Manny, Inc., targeting the Surgical and Medical Instrument Manufacturing (NAICS 339112) category. The audiometric booth must meet comprehensive technical requirements, including soundproofing capabilities, ability to test multiple people simultaneously, high-performance acoustic doors, fully isolated floors, a window in the door, privacy curtains, silenced ventilation, and plug-and-play electrical systems. Potential vendors who believe they can meet these specialized requirements have until 10:00 a.m. Pacific Time on April 29, 2025, to submit a capability statement challenging the sole source determination. The final delivery and installation location will be at Naval Hospital Yokosuka in Japan, with initial delivery to the DLA Distribution San Joaquin CCP Warehouse in Tracy, CA.
The pre-solicitation notice indicates no specific set-aside for small businesses or disadvantaged vendors. The contract appears to be a firm-fixed price purchase order with a targeted delivery date of August 15, 2025. While a specific award value is not disclosed, the procurement is for a single audiometric booth with comprehensive installation services. The procurement will be conducted under Federal Acquisition Regulation (FAR) sections 13.501(a) and 13.106-1(b)(1)(i), which provide guidelines for simplified acquisition procedures. J.W. Manny, Inc. is currently identified as the sole source meeting the government's specialized requirements, with a business size standard of 800 employees. The procurement process allows for potential vendors to submit capability statements that could challenge the sole source determination, providing an opportunity for competitive consideration if alternative vendors can demonstrate equivalent capabilities.
