About this opportunity
The Portsmouth Naval Shipyard has issued a Special Notice announcing its intent to sole source a contract for CO2 Scrubbers and COH2 Burners maintenance work. This notice was published by the Department of the Navy Naval Sea Systems Command on June 24, 2025. The shipyard requires the removal, reinstallation, and testing of CO2 Scrubber and COH2 Burner equipment aboard naval vessels. The procurement is being justified under FAR 6.302-1, which allows for sole source contracting when only one responsible source is capable of fulfilling the requirement. CEPEDA Associates Inc. has been identified as the intended sole source contractor due to their status as the Original Equipment Manufacturer.
The primary objective of this Special Notice is to inform potential contractors of the Navy's intent to award this contract without competition while providing an opportunity for other capable vendors to respond. Interested contractors must respond by June 16, 2025, which appears to be an error given the posting date of June 24, 2025. To be eligible for consideration, contractors must demonstrate they are capable of performing the specialized work involving CO2 Scrubber and COH2 Burner systems. The justification for sole sourcing is based on CEPEDA Associates' ownership of proprietary data, including drawings, equipment specifications, and approved processes required for this work. The contract falls under the Ship Building and Repairing NAICS category and involves maintenance and repair of air circulation equipment. Supporting documentation indicates this procurement is expected to remain under the Simplified Acquisition Threshold and involves compliance with specific NAVSEA technical manuals and test procedures.
