Due to the time that has elapsed since the original synopsis, this serves as an amendment to the synopsis for solicitation N64498-16-R-5037. Please note, solicitation number N64498-16-R-5037 is being replaced with N64498-17-R-4004. All future documentation will reference the new solicitation number.

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a requirement, to be awarded on a competitive basis, to engineering and technical services to include: Prototype engineering, system integration/installation, on-site technical, alteration services, integrated logistics, system certification support and staging support services in support of surface fleet, submarine, and shore-based installations in support of Hull, Mechanical and Electrical (HM & E) machinery and systems.


The official Request for Proposal (RFP) will be published on the Federal Business Opportunities website at http://www.fbo.gov. Written proposals will be requested. Interested offeror's should monitor FedBizOpps for the release of the RFP. The RFP is anticipated for release in January of Fiscal Year (FY) 2017, with award anticipated in February of FY 2018.


Award is anticipated of a Cost-Plus-Fixed-Fee contract with an estimated ordering period of sixty (60) months and an estimated period of performance of seventy (70) months. This effort is being competed on an unrestricted basis and is not a small business set-aside. The government reserved the right to award up to three contracts to small business contractors.


This contract will be competitively awarded pursuant to 10 U.S.C. 2304 and the Federal Acquisition Regulations 6.401 (b). The Product Service Code (PSC) for this effort is R425. The government intends to make multiple awards under this solicitation. The government intends to issue a maximum of five (5) awards.
