QUESTIONS AND ANSWERS

Amendment 0001

Q1. What is the deadline for questions?

A1. Please submit questions no later than 08 September 2017.

Q2. Can the Government please identify the places of performance (CONUS and OCONUS) and the expected percentage of work at each location so that we can properly and competitively price the labor hours based on appropriate rates for each locale?

A2. Please refer to Statement of Work (SOW) para. 6.0 “Place of Performance.” Performance under this contract shall involve work aboard military vessels at various locations, including, but not limited to, private shipyards, Naval shipyards and military establishments both in the continental United States and overseas.

Each task order shall specify a place of performance.

The Government cannot identify all of the places of performance or expected percentage of work at each location.

Q3. What is the expected award date and expected Contract Start Date that we should use for pricing the BY and

OY's?

A3. The expected award date and contract start date is 01 July 2018.

Q4. The Government identified ecraft labor categories. One of the terms of ecraft is they are Service Contract

Act (SCA). Does the Government intend for the labor to be SCA for this contract effort?

A4. FAR 52.222-41 ”Service Contract Labor Standards” is not applicable to this solicitation.

Q5. Will the government provide the estimated percentages of work to be performed at government and contractor sites?

A5. Please use 25% Contractor site and 75% Government site as a basis for estimate for all labor categories.

Section B, “Level of Effort” has been revised to include the previous information.

Q6. When is the deadline for questions on the referenced RFP? It was not addressed in the solicitation.

A6. Please see Q1 and A1.

Q7. I am writing to inquire about the Modernization Program of HM&E Systems Services - N64498-17-R-4004.

I am wondering if the incumbent contracts for this requirement are contracts N6554011D0019 through N6554011D0022? If not, are you able to provide the incumbent information: contractor names and contract numbers?

A7. Solicitation N64498-17-R-4004 is the follow-on for contracts N6554011D0019, N6554011D0020, N6554011D0021, and N6554011D0022.

Q8. Section C, page 19, the final NOTE under paragraph 4.1.3 indicates that personnel “qualifications prefixed with ‘shall’ are considered minimums”. The term “shall” only appears with respect to the Diving Medical Examinations documentation, and non-key personnel minimum education and experience requirements. To be specific, there is no use of the term “shall” with respect to the education requirements of the Key Personnel. Will the government establish experience ‘equivalencies’ that will be acceptable in lieu of the ‘minimum education” requirements set forth in the RFP Program/Project Manager, and the Engineers categories?

A8. No experience equivalencies will be accepted for the Program/Project Manager or Engineer labor categories.

Q9. Regarding the experience for Program/Project Manager … does the government require a total of 10 years’ experience “including” five in program management, or is the requirement for a total of 15 years (10 in operation, maintenance, design, plus 5 in program management)?

A9. The experience requirement may be met with experience that was obtained concurrently.

Q10. Regarding the experience for Engineer (Mechanical) II … does the government require a total of 12 years’ experience to include 6 (4 with machinery systems + 2 with HM&E) plus an additional 6 with operation, maintenance and testing of Cargo Weapons Handling and Stowage Systems? Or, is the requirement for a total of 6 years within which/including in which is experience with machinery systems, HM&E systems and Cargo Handling and Stowage Systems?

A10. The experience requirement may be met with experience that was obtained concurrently.

Q11. Section C, paragraph 5.0 and 9.0 indicate the contract is SECRET as “designated on the DD Form 254”.

The DD Form 254 reflects a classification of CONFIDENTIAL. Further, Section L, clause HQ L-2-0003 indicates a classification level of CONFIDENTIAL. Please clarify.

A11. The classification level for this requirement shall be SECRET. The DD Form 254 will be corrected to indicate a SECRET clearance requirement. Section L, clause HQ L-2-0003 has been updated to reflect a classification level of SECRET.

Q12. Please clarify the applicability of clause HQ L-2-0010 Substitution of Previously Approved Single Process

Initiative listed in Section L, page 142 and Section M, page 155. If applicable, in what portion of our Technical response should this information, or non-applicability be stated?

A12. The location of the information within the proposal is at the Offeror’s discretion.

Q13. Section L, page 145, Section 2, indicates the proposal should be organized “in the following three (3) sections”. There are seven (7) sections listed. Please clarify.

A13. The three sections are as follows:

Section 1 – Introduction Section 2 – Technical Proposal Section 3 – Cost Proposal

Q14. The FACILITIES submittal requirements listed in Section L, page 145 are extensive in that the government is calling for, among other things, a “list of proposed contractor furnished equipment by shop and by facility …[to] include model numbers [and] pictures” of the equipment to demonstrate understanding of the requirements. Given the nationwide performance requirement for this solicitation, such a listing may be extensive. Will the government allow this listing to be excluded from the maximum page count of 50 pages currently established?

A14. Offerors may submit the required information as an attachment. The attachment will not be included in the

50 page limit.

Q15. The QUALITY ASSURANCE submittal requirements listed in Section L, page 145, call for submittal of the offerors ‘proposed quality assurance plan”. Will the government allow the QA Plan to be excluded from the 50 page limit?

A15. Offerors may submit the required information as an attachment. The attachment will not be included in the

50 page limit.

Q16. Factor 3, in Section L requires that small business offerors submit a Small Business Participation

Commitment Document (SBPCD) along with signed letters of commitment/intent for each proposed subcontractor listed on the SBPCD. Section M, Factor 3 establishes a Minimum Quantitative Requirement (MQR) for small business subcontracting of 40% of the total contract value. Section M states “offerors will be evaluated on the extent small businesses are used” and appears to indicate that proposals will be considered UNACCEPTABLE if they do not meet or exceed the 40% small business subcontracting goal.

FAR 15.305(a)(5), “Small business subcontracting evaluation”, requires that “Solicitations must be structured to give offers from small business concerns the highest rating for the evaluation factors in FAR 15.304(c)(3)(ii), that is, “solicitations that are not setaside for small business concerns”. Please clarify the government’s position on this matter, and/or confirm that proposals submitted by small business offerors will be given the “highest rating” for this evaluation factor regardless of the percentage proposed in the submitted SBPCD – since, as noted in the solicitation, only large businesses are required to submit an Individual Subcontracting Plan, and in accordance with the provisions of FAR 52.219-9, small businesses are exempt from the requirement to have a Small Business Subcontracting Plan.

A16. Section M - Factor 3 Small Business Participation Commitment IAW DFARS 215.304 (c)(i)(B) states that proposals addressing the extent of small business performance shall be separate from subcontracting plans submitted pursuant to the clause at FAR 52.219-9 and shall be structured to allow for consideration of offers from small businesses. The SBPCD is not based on subcontracting plan performance of subcontracting dollars. The baseline small business Minimum Quantitative Requirement (MQR) for small business is 40% of the total proposed contract value (not subcontracting dollars). Of the proposed 40% of the total contract value at least 25% shall be attributed to direct labor hours. Proposals that do not use the total proposed contract value as the base in any calculations contained in the SBPCD will be considered unacceptable. The small business concern would include its self-performance and any small business subcontracting performance calculations to meet the MQR to receive an acceptable rating.

In summary, a submission of the SBPCD applies to both small and large businesses; large business must also submit a subcontracting plan IAW FAR 52.219-9 separate from this factor.

Q17. Section L, Factor 5 – Corporate Experience directs that offerors “shall address their experience in the two

(2) technical areas specified in Paragraphs 3.0 thru 4.0 of the SOW.” Please clarify this request; there are multiple areas of technical areas of expertise in paragraph 3.0, and paragraph 4.0 is “Personnel Qualifications”.

A17. The references to “two (2)” technical areas and “paragraph 4.0” have been deleted from Section L, Factor 5

(pg. 148) of the solicitation. Offerors shall address their experience in the technical areas specified in Paragraph 3.0 of the SOW.

Q18. Section L, Factor 5 – Corporate Experience indicates that offerors “shall not provide more than five (5) contract examples to address all of the referenced Modernization Programs”. Does this limitation of five

(5) contract examples apply overall, or may an offeror submit up to five (5) for each Team Member?

Please clarify.

A18. The limitation is five (5) contract examples overall.

Q19. Section M, page 156, paragraph 2.0 Basis for Award indicates “best value proposals will be selected using a combination of technical acceptable (Factors 1 – 4) and tradeoff process (factors 5 and 6)”. This is inconsistent the Evaluation Criteria noted on page 157, paragraph 3.0 (b), which show that Factors 1 through 3 will be rate acceptable/unacceptable, and Factors 4 through 7 will be rated with a tradeoff process. Please clarify.

A19. Paragraph 2.0 “Basis for Award” has been amended to state, “The best value proposals will be selected using a combination of technical acceptable (Factors 1, 2, and 3) and tradeoff process (factors 4, 5 and 6).”

Q20. Will the required Table of Contents be counted against the page limitation of 50 pages?

A20. The table of contents will be included in the 50 page limit.

Q21. Page 7 - NOTES - 1. Contract Type - NSWC Philadelphia "proposes to award between two (2) and four (4) indefinite-delivery, indefinite quantity, cost-plus-fixed-fee type contract(s)." Does NSWC intend to set aside any of the awards for small businesses or will the contracts be awarded on an unrestricted basis?

A21. Award will be made on an unrestricted basis.

Q22. Section L, Factor 1 - Facilities, item #3, states "Provide list of proposed contractor furnished equipment by shop and by facility to be utilized during the course of the contract. The list of equipment shall include model numbers, pictures of the equipment to demonstrate its understanding and its ability to accomplish the requirements of the Statement of Work. For companies with robust facilities in multiple locations, the requirement for picture of all equipment will require a significant number of pages. This requirement puts an enormous burden on offerors with little perceived benefit to the Government. Request that the requirement be removed. If not removed, would the Government allow the information for facilities, shops, and equipment to be attached as an appendix to the proposal?

A22. Offerors may attach the information for facilities, shops, and equipment as an appendix to the proposal.

The appendix will not be counted in the 50 page limit of the technical proposal.

Q23. Section L, Factor 5, Corporate Experience instructs the offeror to address their experience in the two (2) technical areas specified in Paragraphs 3.0 thru 4.0 of the SOW. Section 3.0 contains the task areas, Section 4.0 contains personnel qualifications. Please clarify the two areas that the Corporate Experience is required to cover.

A23. See Q17 and A17.

Q24. Page 23, 4.2 NON-KEY PERSONNEL WELDER, COMBINATION, MAINTENANCE I states that the minimum education for a Welder is "Completed apprenticeship program". The Minimum Education requirements are very restrictive and eliminate a large pool of qualified candidates in the marine industry that have achieved Journeyman status through years of experience in the trade through on the job training, or military training, and did not attend formal apprenticeship training. Would the Government change the minimum education requirements for this trade to read: "Minimum Education: Apprenticeship program certificate in related field, military training programs certificate in related field, or has completed at least five years of on the job training and experience in the related field.

A24. The minimum education for the labor category of “Welder, Combination, Maintenance 1” has been amended to: “Apprenticeship program certificate in related field, military training programs certificate in related field, or has completed at least five (5) years of on the job training in addtion to the minimum experience required below.”

Q25. Page 23, 4.2 NON-KEY PERSONNEL WELDER, COMBINATION, MAINTENANCE I. Cast iron, brass, copper, bronze, magnesium, beryllium, and titanium are rarely encountered by most experienced welders and require special procedures and qualifications. How these metals and alloys react is really not in the scope of typical welder knowledge. Would the Government remove these metals from the Minimum Experience of WELDER, COMBINATION, MAINTENANCE I?

A25. The solicitation is clear on its face.

Q26. 9.0, Contractor Facilities states "Facilities are required to have secret clearance in accordance with the DD

254 form attached hereto. 5.0, Security Requirements states "The highest level of security required under this contract is SECRET as designated on the DD Form 254 to this contract." HQ L-2-0003 FACILITY SECURITY CLEARANCE (NAVSEA) (APR 2015) on page 14 of the solicitation states "(a) No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the CONFIDENTIAL level." The attached DD254 states that the Facility Clearance Required is CONFIDENTIAL. Please clarify the Facility Clearance Level required.

A26. Please see Q11 and A11.

Q27. Factor 4, Personnel (page 147) requires that "Offerors must provide the required number of resumes as outlined in the statement of work." The statement of work does not provide the number of resumes required. Please clarify the number of resumes required.

A27. Please see section L, Factor 4 - Personnel (pg. 147), “NOTE: Due to the number of hours estimated for certain Key Personnel categories, offerors are requested to submit a maximum of five (5) resumes per key labor category for evaluation purposes.”

Additionally, the following lanugage has been deleted from Factor 4 - Personnel (pg. 147): “Offerors must provide the required number of resumes as outlined in the statement of work.”

Q28. Factor 2 - Quality Assurance on page 145, asks for our proposed quality assurance plan and to indicate whether our plan has been approved "by NAVSEA 04XQ Quality Assurance Plan/Quality Management System (QMS) in accordance with NAVSEA Standard Item 009-004 or NAVSEA 04XQ0." If approved we are also required to provide the date of approval. However, it does not explicitly if providing the approval date of the plan is in lieu of submitting the plan. Please clarify. If the entire plan is required, it would be several hundred pages; should it be attached as an appendix?

A28. In accordance with Section L, Factor 2 – Quality Assurance (pg. 145), please provide both the proposed plan and indicate whether the plan has been approved. Offeror’s may submit the quality assurance plan as an attachment. The attachment will not be included in the 50 page limit.

Q29. ENGINEERING TECHNICIAN V (Electrical/Electronic). Under Target Education states "certificate of completion from a technical or military school with a mechanical oriented course of study including electronic theory and the theory of the operation and maintenance of electronics and test equipment. Should this indicate an electrical oriented course of study rather than mechanical?

A29. The solicitation is clear on its face.

Amendment 0002

Q30. The ‘Cost Summary Format attachment 5’ spreadsheet contains columns for the base period (5 year period of performance).

Should offerors provide separate detail for each individual year or should offerors provide average rates and totals for all 5 years of the base period?

A30. Offerors shall use additional columns to provide separate detail for each individual year of the total 5 year base period. The solicitation Attachment 5 “Cost Summary Format” spreadsheet has been amended to provide additional columns for the required detail.

Q31. The pricing spreadsheet has embedded algorithms related to Seaport proposals that limit fee %’s. Can these be removed since this is not a Seaport bid and since the solicitation approves up to 10% fee on labor?

A31. Offerors may remove the embedded algorithm related to the Seaport proposal fee limit of 8%.

Q32. Please provide instruction on where offerors are to address OCI in the proposal response.

A32. The location of the OCI information within the proposal is at the Offeror’s discretion.

Q33. Please provide the evaluation factors for Section 1 Introduction?

A33. There are no evaluation factors for Section 1 Introduction.

Q34. For delivery of the proposal, is it appropriate that materials will be hand delivered to Dustin Bordelon at the address identified in Box 7 of the solicitation document?

A34. Please see solicitation page 1 block 9 for proposal submission instructions.

Q35. The Solicitation references Earned Value Management System as a included requirement.

Is it the Government’s intent that the awarded offerors provide a fully capable EVMS solution in accordance with EIA-748 as well as the associated deliverables and attending labor?

Is the EVMS Plan described on page 131-132 to be submitted as part of the proposal response?

A35. This question is expected to be answered in forthcoming Amendment 0003.

Q36. Is there any requirement for electronic submission of proposal or just hand delivery of hard copy and CD-

ROM?

A36. Electronic submission of proposals will not be accepted.

Q37. Should offerors engage with drydocking and shipbuilding ways entities as part of our teaming strategy or are the drydocking requirements based on task order need and executed as an ODC?

A37. Teaming strategies are at the discretion of the Offeror.

Q38. Can offerors submit the SF-33 (and other documents that require an authorized signature with an electronic signature) as the original?

A38. Offerors shall submit the SF-33 with pen and ink signatures.

Q39. Can offerors submit the SF-33 (and other documents that require an authorized signature with an electronic signature) as the original?

A39. Please see Q38 and A38.

Q40. FAR 52.204-4 Printed or Copied Double-Sided on Postconsumer Fiber Content Paper MAY 2011 - This clause is incorporated by reference in RFP Section I, Contract Clauses.

Section L. Instructions, Conditions and Notices to Bidders does not include any requirement for using double-sided printing.

Does FAR 52.204-4 apply to offeror’s proposal submission (for the printed, hardcopy proposal)?

If FAR 52.204-4 applies, and offeror’s are required to submit the proposal hardcopies in double-sided format on recycled paper, please update/revise Section L. instruction to reflect the requirement.

A40. FAR 52.204-4 applies and is incorporated by reference. Section L will not be amended to include an additional reference to FAR 52.204-4.

Q41. Please clarify if the Subcontract Management Plan is excluded from the technical proposal page limit.

Offerors shall also identify whether the proposed subcontractors are small businesses, historically black colleges or universities and minority institutions Should offerors identify other categories (VOSB, WOSB, etc.).

A41. The Subcontract Management Plan shall be excluded from the technical proposal page limit. In accordance with solicitation page 149, Offerors shall identify whether the proposed subcontractors are small businesses, historically black colleges or universities and minority institutions.

Q42. The plan shall entail detailed discussion of its existing organic capability (personnel, equipment, facility and etc), workforce it plans to hire if any, any subcontractor to be contracted to complement its organic capability, equipment if any to be purchased, any facility to be leased.

Is this plan included in the 48-page limit?

A42. The Start-Up Plan and all supporting information are included in the 50 page limit for the Technical Proposal.

Q43. The RFP states: that past performance can be used and may be evaluated for “major subcontractors.”

Please clarify what criteria the government will use to determine that a subcontractor is a “major” subcontractor.

A43. Offerors may submit past performance information for any subcontract that it determines provides a major portion of the work.

Q44. The RFP states “…There are four levels of relevancy as shown in Table 4…”

Please confirm that the four levels of relevancy are in Table 3 and not Table 4.

A44. The four levels of relevancy are shown in Table 3. Solicitation Section M, page 161 has been amended to correct the reference.

Q45. For Key Personnel labor categories, may offerors substitute experience in lieu of degree for the education requirements?

If yes, please state the equivalency and whether or not the experience in lieu of degree may be concurrent with or in addition to the target experience requirement.

A45. Experience equivalencies will not be provided for Key Personnel.

Q46. For key labor category Engineering Technician V (Mechanical), please provide information on what documentation should be provided to demonstrate compliance with the target certification.

Please confirm that the required documentation is excluded from the resume 2-pg limit and instructions on how offerors should include the documentation.

A46. Supporting documentation to demonstrate the target certification has been achieved is at the Offerors discretion. Documentation in support of this target certification shall be excluded from the two (2) page resume limit.

Q47. The Instructions indicate that Offerors are to direct subcontractors to provide cost data in the same level of detail as provided by the Offeror and ensure the documentation is received by the Government.

Do the subcontractors provide this sealed bid data in the same format as the offeror (hardcopy with CD-

ROM).

A47. Subcontractors shall provide this data in the same format as the Offeror.

Section L will not be amended to include an additional reference to FAR 52.204-4.

Q49. The RFP states “…It is requested that spreadsheet files be compatible with Microsoft Office 2010…” Please clarify -- should the electronic copy of the spreadsheets be compatible with Microsoft Word 2010 or Microsoft Excel 2010?

Should offerors include an electronic copy of the other proposal sections – the SF-33, the Small Business Subcontracting Plan, the Technical Proposal, the Cost Narrative, etc.?

If so, please provide instructions in Section L.

If electronic copies are required, please confirm that the proposal documents be submitted in PDF format.

A49. Cost proposal spreadsheets shall be compatible with Microsoft Excel 2010. The CD ROM shall contain only Cost Spreadsheets.

Q50. Is the Facilities data (list of shops, pictures of facility and equipment, list of equipment model numbers,) part of the 48-page Technical Submission?

A50. Please see Q14 and A14. Section L, clause PD-L01 “Proposal Preparation Requirement (JUL 2017)”, Paragraph (2)” Proposal” has been amended to include a comprehensive list of documentation excluded from the Technical Proposal page limitations.

Q51. Are the Subcontracting Plan and Quality Assurance Plan part of the 48-page Technical Submission?

A51. Please see Q15, A15, Q41, and A41. Section L, clause PD-L01 “Proposal Preparation Requirement (JUL

2017)”, Paragraph (2)” Proposal” has been amended to include a comprehensive list of documentation excluded from the Technical Proposal page limitations.

Q52. The small business size standard currently listed on SAM.gov and on the US Small Business

Administration Table of Small business Size Standards last published and updated on February 26, 2016 shows that the small business size standard for NAICS 336611 is 1250.

Would the Government confirm that 1250 size standard will be the acceptable size standard as the largest that a concern can be and still qualify as a small business in support of this solicitation?

A52. The Government confirms the 1250 size standard will be used to determine small business status in support of this solicitation. Solicitation page 149, Factor 6 – Technical and Management Approach, paragraph b.

“Subcontracting Management” has been amended to correct the small business size limit.

Q53. Request that the required list of proposed contract furnished equipment by shop and by facility be excluded from the page limit.

This is an expansive list of equipment and will likely take several pages to fully meet the RFP requirements.

A53. Please see Q14, A14. Section L, clause PD-L01 “Proposal Preparation Requirement (JUL 2017)”, Q54. Please confirm that the Quality Assurance Plan is excluded from the technical proposal 48-page limit.

Should offerors submit the Plan as a separate PDF attachment to the technical proposal?

A54. Please see Q15, and A15. Section L, clause PD-L01 “Proposal Preparation Requirement (JUL 2017)”, Q55. Please confirm that RFP Attachment 6, and signed letters of commitment/intent for each proposed subcontractor listed on the SBPCD are excluded from the technical proposal 48-page limit.

Should offerors submit the executed Attachment 6 in Microsoft Excel (vs Word), and subcontractor letters of commitment as separate PDF attachments to the technical proposal?

A55. Any signed letters of commitment/intent are excluded from the page limit. The format of the letters of commitment and Attachment 6 are at the Offeror’s discretion.

Q56. Confirm Small Business Contracting plan is not included in the page limit.

A56. Please see Q41 and A41. Section L, clause PD-L01 “Proposal Preparation Requirement (JUL 2017)”, Q57. The Earned Value Management System (EVMS) requirements required under 252.234-7002 EARNED

VALUE MANAGEMENT SYSTEM (DEVIATION 2015-O0017) (SEPT 2015), presents both a management and a financial hardship on small businesses. Additionally, the use of EVMS does not enhance the control and oversight of work of the scope and magnitude that will be typical of task orders on this contract. Would the Government remove the 252.234-7002 EARNED VALUE MANAGEMENT SYSTEM (DEVIATION 2015-O0017) (SEPT 2015) requirement from the solicitation?

A57. This question is expected to be answered in forthcoming Amendment 0003.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

PD-L01 PROPOSAL PREPARATION REQUIREMENT (JUL 2007)

It is requested that offerors prepare their proposals in accordance with the following organization, content and format requirements to assist the government in making a complete and thorough evaluation of all proposals.

Proposals shall be submitted in three (3) separate documents, as follows:

The “originals” shall be clearly identified as the “ORIGINAL”, and bear the original signature(s) of the offeror. The “copies” shall be complete and clearly identified as “COPY” or “DUPLICATE”. Offerors shall separate your Technical proposal from your cost proposal.

In order to facilitate the evaluation process, it is requested that offerors also submit their cost proposal spreadsheets on a CD-ROM (in addition to the hard copy requirements stated above). It is requested that spreadsheet files be compatible with Microsoft Office 2010. The submission of spreadsheet files on compact disk in no way relinquishes the offerors responsibility to provide hard copies of the technical and cost proposals. In the event of a discrepancy between the hard copy and CD-ROM, the information in the hard copy will be utilized for proposal evaluation purposes.

If the offeror makes any exceptions to any provisions in the RFP, all such qualifications shall be listed in a cover letter to the proposal.

(1) SOLICITATION, OFFER AND AWARD DOCUMENTS (SF-33 RFP)

This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical and cost proposals. Special attention shall be taken to accurately enter the costs required in Section B, complete all Representations and Certifications as instructed in Section K and ensure that an authorized person signs the offer in Block 17 of Page 1.

Unless exempt pursuant to FAR 19.702(b)(1), offerors shall submit a Small Business Subcontracting Plan conforming to the requirements of FAR subpart 19.7 and FAR 52.219-9, Alt II with the initial submission of the proposal.

(2) PROPOSAL

It is noted that the entire technical proposal shall not exceed FIFTY PAGES in length excluding Resumes, Letters of Commitment/Intent, Quality Assurance Plan, Small Business Participation and Commitment Document (SBPCD), Individual Subcontracting Reports, Small Business Individual Subcontracting Plan, and information in support of Factor 1 – Facilities. The following formatting requirements apply to offerors proposals:

10-point or larger text in tables and graphics

12-point Times New Roman Font in text for other than tables.

Section L, clause PD-L01 “Proposal Preparation Requirement (JUL 2017)” has been amended to include the above formatting instructions.

FAR 52.204-4 is included by reference.

SECTION 1 - INTRODUCTION (Maximum length: 2 pages)

This section shall provide any necessary background information and an overview of the proposal which the offeror believes will assist in the understanding and accurate evaluation of the proposal.

SECTION 2 – TECHNICAL PROPOSAL (Maximum length: 48 pages)

The Technical Proposal shall contain sufficient information to enable Government personnel to make a thorough evaluation and arrive at a sound determination as to whether the technical proposal demonstrates the offerors ability to understand and comply with the solicitation’s requirements. The technical proposal shall be specific, detailed, and complete.

The technical proposal shall be written to allow a thorough evaluation as to whether the proposal meets the requirements of this solicitation.

Proposal shall clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C, of this Solicitation.

Statements such as "the offeror understands," "will comply with the statement of work," "standard procedures will be employed," "well known techniques will be used" and general paraphrasing of the statement of work are considered inadequate. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.

The technical proposal shall not contain any reference to cost; however, information concerning labor allocations and categories, travel, materials, equipment and any information of interest to technical reviewers, as applicable, shall be contained in the technical proposal in sufficient detail so that the offerors’ understanding of the scope of the work and ability to meet requirements may be adequately evaluated. The technical proposal shall be page numbered, contain a table of contents, be organized in the following three (3) sections, and shall address in detail the following information:

FACTOR 1 - FACILITIES

Offerors must demonstrate that they possess or have the ability to obtain facilities and equipment requirements of as specified in Paragraph 9.0 of the Statement of Work. To this extent, offeror shall submit with its proposal the following information to demonstrate that its facility meets the statement of work requirements:

1. Submit the specific address and location of its facility/facilities to be utilized during the performance period.

2. Provide a list of shops for each of the proposed facility/facilities. In addition, the offeror shall provide a capability statement and pictures of the shops to be utilized to demonstrate that eacho of the proposed shops meets the requirements of the Statement of Work.

3. Provide list of proposed contractor furnished equipment by shop and by facility to be utilized during the course of the contract. The list of equipment shall include model numbers, pictures of the equipment to demonstrate its understanding and its ability to accomplish the requirements of the Statement of Work.

FACTOR 2 - QUALITY ASSURANCE

The above formatting standards shall not apply to the Cost Summary Format – Attachment 5, the SBPCD – Attachment 6, or any other documents provided by the Government to Offerors.

Offerors shall provide its proposed quality assurance plan that complies to the statement of work requirements. The offeror shall indicate if the proposed quality assurance plan has been approved by NAVSEA 04XQ Quality Assurance Plan/Quality Management System (QMS) in accordance with NAVSEA Standard Item 009-004 or NAVSEA 04XQ0. If the proposed plan has been approved, the offeror shall specify the date that the proposed quality assurance plan was approved.

FACTOR 3 – SMALL BUSINESS PARTICIPATION COMMITMENT

A-SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT (SBPCD)

All Offerors (including small business Offerors) shall submit a Small Business Participation Commitment Document (SBPCD) provided as Attachment 6, and signed letters of commitment/intent for each proposed subcontractor listed on the SBPCD. The letter of commitment/intent shall detail the teaming agreement between the prime contractor and each proposed small business subcontractor. If no letters of commitment are established offerors shall provide a narrative discussing the reason why one was not established. In preparation of this SBPCD, please note the Minimum Quantitative Requirement (MQR) specified in Section M. The Small Business Participation Commitment Document shall include the following information: the names of small business subcontractors to be utilized; the products/services that the small business subcontractors shall provide; the type/ complexity of the products/services that the small business subcontractors shall provide; and the Offerors’ plan to meet or exceed the baseline Minimum Quantitative Requirement (MQR) for small business participation equal to or greater than 40% of the Total Contract Value (TCV).

The successful Offeror’s proposed Small Business Participation Commitment Document will be incorporated into the resultant contract award. Awardees shall report progress in accordance with CDRL A0008, “Small Business Participation Commitment Report”.

B-SMALL BUSINESS COMMITMENT PAST PERFORMANCE

Offerors shall also provide a narrative describing its use of small business concerns over the past three years on relevant contracts. The Offeror’s narrative must discuss its prior use of small businesses as subcontractors or teaming partners and demonstrate the extent of compliance with the Offeror’s small business subcontracting plans and any related contract incentives. The description must include small business goals and the extent to which the goals were achieved in relevant contracts that required subcontracting plans. DoD Comprehensive Subcontracting Plan Test Program participant’s narrative description must provide the government with sufficient details of small business utilization performance on relevant contracts for the government to assess the relevant contract’s small business utilization contributions to achieving comprehensive subcontracting plan goals and enhancing opportunities for small business concerns.

(Large businesses only) Offerors shall provide Individual Subcontracting Reports (ISRs) submitted within the last three years for up to three relevant contracts. Subcontracting reports will not count against the page limitations for the past performance volume.

SMALL BUSINESS SUBCONTRACTING PLAN

Large business Offerors shall submit a small business Individual Subcontracting Plan IAW FAR 52.219-9 (ALT II) including information required in paragraphs (d) (1) through (d) (15) of that clause. The small business Individual Subcontracting Plan must be determined to be acceptable by the PCO in order for the Offeror to be eligible for contract award. The successful Offeror’s small business subcontracting plan will be included in and made a part of the resultant contract. DoD Comprehensive Subcontracting Plan Test Program participants comply with DFARS 252.219-7004 and may submit the most current Defense Contract Management Agency approved Comprehensive Subcontracting Plan. If submitting a comprehensive plan, DoD Comprehensive Subcontracting Plan Test Program participants must also submit a Small Business Participation Commitment Document.

FACTOR 4 - PERSONNEL

Key Personnel - The target and/or minimum qualifications for the KEY LABOR CATEGORIES are specified in Section C. Minimum education background and work experience requirements (if applicable) for KEY LABOR CATEGORIES shall also be specified. Offerors must provide the required number of resumes as outlined in the statement of work

Resumes shall include the relevant qualifications, background and experience for all such key personnel in sufficient detail to demonstrate the capability of such personnel to meet the qualification requirements in Section C. Offerors shall provide resumes showing education and levels of professional and technical experience as described in the Statement of Work. The specialized experience included as part of the desired qualifications shall have been obtained in the fields of endeavor indicated by the applicable labor categories.

The work history of each key person shall contain experience directly related to the tasks and functions he/she is intended to perform under the proposed contract. Offerors shall indicate limitations on the availability of any proposed personnel, if any. If a proposed individual is currently employed by the offeror, the offeror shall discuss how they intend to cover the personnel requirements on this requirement, as well as any other contract(s) for which the proposed personnel are assigned, and indicate their availability (to work on this requirement) and their tenure. If the individual is not currently employed by the offeror, include a signed letter of intent. Only contingency hires with “letters of intent” will be considered in the evaluation. If the offeror is not the incumbent, a proposed plan to hire incumbent personnel is not acceptable without “letters of intent”.

Resumes shall contain the following:

• Labor Category

• Name

• Current Employer

• Education/Experience (list any diplomas and/or degrees obtained, institution, year obtained)

• Level of Current Security Clearance

Directly Related Work experience (list each relevant job title, the inclusive dates of employment (month/year), the employer, and a brief synopsis for each job listed on how this experience is directly related to the statement of work.

Each Resume Length: Maximum – 2 pages It is the Offeror’s responsibility to provide information and evidence that clearly demonstrates the ability of the proposed personnel to satisfactorily fulfill the contract requirements.

NOTE: Due to the number of hours estimated for certain Key Personnel categories, offerors are requested to submit a maximum of five (5) resumes per key labor category for evaluation purposes.

Non-Key Personnel –The proposed non-key personnel shall meet the prescribed minimum educational and work experience requirements for each category. Resumes are not required for non-key personnel. However, as part of their Technical Proposal, the offeror shall provide an affirmative statement within the Personnel factor that all proposed non-key personnel meet the minimum education and experience requirements specified for each non-key labor category.

FACTOR 5 – CORPORATE EXPERIENCE

Offerors shall provide information on its corporate experience for the Modernization Programs that are listed under Paragraph 2.0 of the Statement of Work (SOW) in Section C. Offerors should provide specific accomplishment experience in the Programs listed in SOW paragraph 2. Offerors shall address their experience in the technical areas specified in Paragraphs 3.0 of the SOW.

Experience should indicate the Program, Alteration/Ship Change, ships accomplished, the work accomplished as the prime contractor, and work that was accomplished as a subcontractor.

The information provided should include examples of experience obtained under previous contracts within the past five (5) years, and the contractor is required to provide the following information for each such contract:

1. Contract Number

2. Customer/Agency

3. Contracting Officer and Technical Point of Contact (names with current addresses and phone numbers.

4. Contract Type

5. Contract Price

6. Total Labor - Hours of Effort

7. Period of Performance

8. Contract Deliverables

9. A description of the type of work performed under the contract, particularly noting (by reference to SOW paragraph number) work performed under the reference contract that is identical or similar to work required under the SOW for the proposed contract (contained in Section C of the solicitation).

Offerors shall not provide more than five (5) contract examples to address all of the referenced Modernization Programs.

FACTOR 6 - TECHNICAL AND MANAGEMENT APPROACH

The offeror shall provide in detail a technical and management approach that will successfully accomplish the requirements of the solicitation, including the Statement of Work (SOW).

The technical and management approach shall address the Offeror’s proposed methodology for performing the requirements of the solicitation, including the SOW. The Offeror shall also identify any risks associated with the requirements of the SOW, and describe any techniques, methods, and actions that will be used by the Offeror to mitigate the risk(s). The Offeror shall include an explanation as to whether the techniques and methods identified for risk mitigation have been successfully used by the Offeror in the recent past five (5) years.

As part of its technical and management approach, the offeror shall also address the following areas:

a. Organizational Structure, Relationships and Responsibilities.

The offeror shall provide an organizational chart and information of the firm’s structure, reporting lines, the roles, responsibilities and decision-making authority of the units/positions, and how the company’s operational and management systems are designed to support the work requirements. The proposal documentation shall include a discussion on internal management communication, and external communication with the Contracting Officer and COR. The firm’s structure will be evaluated with respect to accomplishing the requirements of the solicitation.

b. Subcontract Management.

The offeror shall discuss the use of proposed subcontractors and the extent of the subcontractor’s involvement in the performance of this contract. Subcontractor recommendations may be based on their CONUS/OCONUS facility/office locations that are distinct, to offset travel and per diem costs; or provide a unique service/expertise not within the prime contractor's capabilities. Irrespective of the number of hours proposed, the offeror shall provide a Subcontract Management Plan detailing the work or portion of work that it intends to subcontract, the type of subcontract, its basis for selecting the subcontractor, and how each subcontractor will be integrated into the overall management plan. If applicable, provide a detailed listing of consultants expected to be used, rationale for selecting the consultant. In addition, a copy of the Consultant Agreement shall also be provided by the Offeror. The consultant agreement shall not contain any cost information. Subcontractors proposed in the technical proposal must be fully priced in the cost proposal to be considered in the evaluation.

Offerors shall also identify whether the proposed subcontractors are small businesses, historically black colleges or universities and minority institutions

NOTE: The North American Industry Classification (NAICS) cose applicable to the requirements contained within this solicitation is 336611. Therefore, companies proposing as a subcontractor under this solicitation as a small business concern must have had an average over their three (3) previous fiscal years that was less than 1250 employees.
