QUESTIONS AND ANSWERS
Q1. What is the deadline for questions?
A1. Please submit questions no later than 08 September 2017.
Q2. Can the Government please identify the places of performance (CONUS and OCONUS) and the expected percentage of work at each location so that we can properly and competitively price the labor hours based on appropriate rates for each locale?
A2. Please refer to Statement of Work (SOW) para. 6.0 “Place of Performance.” Performance under this contract shall involve work aboard military vessels at various locations, including, but not limited to, private shipyards, Naval shipyards and military establishments both in the continental United States and overseas.
Each task order shall specify a place of performance.
The Government cannot identify all of the places of performance or expected percentage of work at each location.
Q3. What is the expected award date and expected Contract Start Date that we should use for pricing the BY and
OY's?
A3. The expected award date and contract start date is 01 July 2018.
Q4. The Government identified ecraft labor categories. One of the terms of ecraft is they are Service Contract
Act (SCA). Does the Government intend for the labor to be SCA for this contract effort?
A4. FAR 52.222-41 ”Service Contract Labor Standards” is not applicable to this solicitation.
Q5. Will the government provide the estimated percentages of work to be performed at government and contractor sites?
A5. Please use 25% Contractor site and 75% Government site as a basis for estimate for all labor categories.
Section B, “Level of Effort” has been revised to include the previous information.
Q6. When is the deadline for questions on the referenced RFP? It was not addressed in the solicitation.

Q7. I am writing to inquire about the Modernization Program of HM&E Systems Services - N64498-17-R-4004.
I am wondering if the incumbent contracts for this requirement are contracts N6554011D0019 through N6554011D0022? If not, are you able to provide the incumbent information: contractor names and contract numbers?
A7. Solicitation N64498-17-R-4004 is the follow-on for contracts N6554011D0019, N6554011D0020, N6554011D0021, and N6554011D0022.
Q8. Section C, page 19, the final NOTE under paragraph 4.1.3 indicates that personnel “qualifications prefixed with ‘shall’ are considered minimums”. The term “shall” only appears with respect to the Diving Medical Examinations documentation, and non-key personnel minimum education and experience requirements. To be specific, there is no use of the term “shall” with respect to the education requirements of the Key Personnel. Will the government establish experience ‘equivalencies’ that will be acceptable in lieu of the ‘minimum education” requirements set forth in the RFP Program/Project Manager, and the Engineers categories?
A8. No experience equivalencies will be accepted for the Program/Project Manager or Engineer labor categories.
Q9. Regarding the experience for Program/Project Manager … does the government require a total of 10 years’ experience “including” five in program management, or is the requirement for a total of 15 years (10 in operation, maintenance, design, plus 5 in program management)?
A9. The experience requirement may be met with experience that was obtained concurrently.
Q10. Regarding the experience for Engineer (Mechanical) II … does the government require a total of 12 years’ experience to include 6 (4 with machinery systems + 2 with HM&E) plus an additional 6 with operation, maintenance and testing of Cargo Weapons Handling and Stowage Systems? Or, is the requirement for a total of 6 years within which/including in which is experience with machinery systems, HM&E systems and Cargo Handling and Stowage Systems?
A10. The experience requirement may be met with experience that was obtained concurrently.
Q11. Section C, paragraph 5.0 and 9.0 indicate the contract is SECRET as “designated on the DD Form 254”.
The DD Form 254 reflects a classification of CONFIDENTIAL. Further, Section L, clause HQ L-2-0003 indicates a classification level of CONFIDENTIAL. Please clarify.
A11. The classification level for this requirement shall be SECRET. The DD Form 254 will be corrected to indicate a SECRET clearance requirement. Section L, clause HQ L-2-0003 has been updated to reflect a classification level of SECRET.
Q12. Please clarify the applicability of clause HQ L-2-0010 Substitution of Previously Approved Single Process
Initiative listed in Section L, page 142 and Section M, page 155. If applicable, in what portion of our Technical response should this information, or non-applicability be stated?
A12. The location of the information within the proposal is at the Offeror’s discretion.
Q13. Section L, page 145, Section 2, indicates the proposal should be organized “in the following three (3) sections”. There are seven (7) sections listed. Please clarify.
A13. The three sections are as follows:
Section 1 – Introduction Section 2 – Technical Proposal Section 3 – Cost Proposal
Q14. The FACILITIES submittal requirements listed in Section L, page 145 are extensive in that the government is calling for, among other things, a “list of proposed contractor furnished equipment by shop and by facility …[to] include model numbers [and] pictures” of the equipment to demonstrate understanding of the requirements. Given the nationwide performance requirement for this solicitation, such a listing may be extensive. Will the government allow this listing to be excluded from the maximum page count of 50 pages currently established?
A14. Offerors may submit the required information as an attachment. The attachment will not be included in the
50 page limit.
Q15. The QUALITY ASSURANCE submittal requirements listed in Section L, page 145, call for submittal of the offerors ‘proposed quality assurance plan”. Will the government allow the QA Plan to be excluded from the 50 page limit?
A15. Offerors may submit the required information as an attachment. The attachment will not be included in the
50 page limit.
Q16. Factor 3, in Section L requires that small business offerors submit a Small Business Participation
Commitment Document (SBPCD) along with signed letters of commitment/intent for each proposed subcontractor listed on the SBPCD. Section M, Factor 3 establishes a Minimum Quantitative Requirement (MQR) for small business subcontracting of 40% of the total contract value. Section M states “offerors will be evaluated on the extent small businesses are used” and appears to indicate that proposals will be considered UNACCEPTABLE if they do not meet or exceed the 40% small business subcontracting goal.
FAR 15.305(a)(5), “Small business subcontracting evaluation”, requires that “Solicitations must be structured to give offers from small business concerns the highest rating for the evaluation factors in FAR 15.304(c)(3)(ii), that is, “solicitations that are not setaside for small business concerns”. Please clarify the government’s position on this matter, and/or confirm that proposals submitted by small business offerors will be given the “highest rating” for this evaluation factor regardless of the percentage proposed in the submitted SBPCD – since, as noted in the solicitation, only large businesses are required to submit an Individual Subcontracting Plan, and in accordance with the provisions of FAR 52.219-9, small businesses are exempt from the requirement to have a Small Business Subcontracting Plan.
A16. Section M - Factor 3 Small Business Participation Commitment IAW DFARS 215.304 (c)(i)(B) states that proposals addressing the extent of small business performance shall be separate from subcontracting plans submitted pursuant to the clause at FAR 52.219-9 and shall be structured to allow for consideration of offers from small businesses. The SBPCD is not based on subcontracting plan performance of subcontracting dollars. The baseline small business Minimum Quantitative Requirement (MQR) for small business is 40% of the total proposed contract value (not subcontracting dollars). Of the proposed 40% of the total contract value at least 25% shall be attributed to direct labor hours. Proposals that do not use the total proposed contract value as the base in any calculations contained in the SBPCD will be considered unacceptable. The small business concern would include its self-performance and any small business subcontracting performance calculations to meet the MQR to receive an acceptable rating.
In summary, a submission of the SBPCD applies to both small and large businesses; large business must also submit a subcontracting plan IAW FAR 52.219-9 separate from this factor.
Q17. Section L, Factor 5 – Corporate Experience directs that offerors “shall address their experience in the two
(2) technical areas specified in Paragraphs 3.0 thru 4.0 of the SOW.” Please clarify this request; there are multiple areas of technical areas of expertise in paragraph 3.0, and paragraph 4.0 is “Personnel Qualifications”.
A17. The references to “two (2)” technical areas and “paragraph 4.0” have been deleted from Section L, Factor 5
(pg. 148) of the solicitation. Offerors shall address their experience in the technical areas specified in Paragraph 3.0 of the SOW.
Q18. Section L, Factor 5 – Corporate Experience indicates that offerors “shall not provide more than five (5) contract examples to address all of the referenced Modernization Programs”. Does this limitation of five
(5) contract examples apply overall, or may an offeror submit up to five (5) for each Team Member?
Please clarify.
A18. The limitation is five (5) contract examples overall.
Q19. Section M, page 156, paragraph 2.0 Basis for Award indicates “best value proposals will be selected using a combination of technical acceptable (Factors 1 – 4) and tradeoff process (factors 5 and 6)”. This is inconsistent the Evaluation Criteria noted on page 157, paragraph 3.0 (b), which show that Factors 1 through 3 will be rate acceptable/unacceptable, and Factors 4 through 7 will be rated with a tradeoff process. Please clarify.
A19. Paragraph 2.0 “Basis for Award” has been amended to state, “The best value proposals will be selected using a combination of technical acceptable (Factors 1, 2, and 3) and tradeoff process (factors 4, 5 and 6).”
Q20. Will the required Table of Contents be counted against the page limitation of 50 pages?
A20. The table of contents will be included in the 50 page limit.
Q21. Page 7 - NOTES - 1. Contract Type - NSWC Philadelphia "proposes to award between two (2) and four (4) indefinite-delivery, indefinite quantity, cost-plus-fixed-fee type contract(s)." Does NSWC intend to set aside any of the awards for small businesses or will the contracts be awarded on an unrestricted basis?
A21. Award will be made on an unrestricted basis.
Q22. Section L, Factor 1 - Facilities, item #3, states "Provide list of proposed contractor furnished equipment by shop and by facility to be utilized during the course of the contract. The list of equipment shall include model numbers, pictures of the equipment to demonstrate its understanding and its ability to accomplish the requirements of the Statement of Work. For companies with robust facilities in multiple locations, the requirement for picture of all equipment will require a significant number of pages. This requirement puts an enormous burden on offerors with little perceived benefit to the Government. Request that the requirement be removed. If not removed, would the Government allow the information for facilities, shops, and equipment to be attached as an appendix to the proposal?
A22. Offerors may attach the information for facilities, shops, and equipment as an appendix to the proposal.
The appendix will not be counted in the 50 page limit of the technical proposal.
Q23. Section L, Factor 5, Corporate Experience instructs the offeror to address their experience in the two (2) technical areas specified in Paragraphs 3.0 thru 4.0 of the SOW. Section 3.0 contains the task areas, Section 4.0 contains personnel qualifications. Please clarify the two areas that the Corporate Experience is required to cover.

Q24. Page 23, 4.2 NON-KEY PERSONNEL WELDER, COMBINATION, MAINTENANCE I states that the minimum education for a Welder is "Completed apprenticeship program". The Minimum Education requirements are very restrictive and eliminate a large pool of qualified candidates in the marine industry that have achieved Journeyman status through years of experience in the trade through on the job training, or military training, and did not attend formal apprenticeship training. Would the Government change the minimum education requirements for this trade to read: "Minimum Education: Apprenticeship program certificate in related field, military training programs certificate in related field, or has completed at least five years of on the job training and experience in the related field.
A24. The minimum education for the labor category of “Welder, Combination, Maintenance 1” has been amended to: “Apprenticeship program certificate in related field, military training programs certificate in related field, or has completed at least five (5) years of on the job training in addtion to the minimum experience required below.”
Q25. Page 23, 4.2 NON-KEY PERSONNEL WELDER, COMBINATION, MAINTENANCE I. Cast iron, brass, copper, bronze, magnesium, beryllium, and titanium are rarely encountered by most experienced welders and require special procedures and qualifications. How these metals and alloys react is really not in the scope of typical welder knowledge. Would the Government remove these metals from the Minimum Experience of WELDER, COMBINATION, MAINTENANCE I?
A25. The solicitation is clear on its face.
Q26. 9.0, Contractor Facilities states "Facilities are required to have secret clearance in accordance with the DD
254 form attached hereto. 5.0, Security Requirements states "The highest level of security required under this contract is SECRET as designated on the DD Form 254 to this contract." HQ L-2-0003 FACILITY SECURITY CLEARANCE (NAVSEA) (APR 2015) on page 14 of the solicitation states "(a) No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the CONFIDENTIAL level." The attached DD254 states that the Facility Clearance Required is CONFIDENTIAL. Please clarify the Facility Clearance Level required.
A26. Please see Q11 and A11.
Q27. Factor 4, Personnel (page 147) requires that "Offerors must provide the required number of resumes as outlined in the statement of work." The statement of work does not provide the number of resumes required. Please clarify the number of resumes required.
A27. Please see section L, Factor 4 - Personnel (pg. 147), “NOTE: Due to the number of hours estimated for certain Key Personnel categories, offerors are requested to submit a maximum of five (5) resumes per key labor category for evaluation purposes.”
Additionally, the following lanugage has been deleted from Factor 4 - Personnel (pg. 147): “Offerors must provide the required number of resumes as outlined in the statement of work.”
Q28. Factor 2 - Quality Assurance on page 145, asks for our proposed quality assurance plan and to indicate whether our plan has been approved "by NAVSEA 04XQ Quality Assurance Plan/Quality Management System (QMS) in accordance with NAVSEA Standard Item 009-004 or NAVSEA 04XQ0." If approved we are also required to provide the date of approval. However, it does not explicitly if providing the approval date of the plan is in lieu of submitting the plan. Please clarify. If the entire plan is required, it would be several hundred pages; should it be attached as an appendix?
A28. In accordance with Section L, Factor 2 – Quality Assurance (pg. 145), please provide both the proposed plan and indicate whether the plan has been approved. Offeror’s may submit the quality assurance plan as an attachment. The attachment will not be included in the 50 page limit.
Q29. ENGINEERING TECHNICIAN V (Electrical/Electronic). Under Target Education states "certificate of completion from a technical or military school with a mechanical oriented course of study including electronic theory and the theory of the operation and maintenance of electronics and test equipment. Should this indicate an electrical oriented course of study rather than mechanical?
A29. The solicitation is clear on its face.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
STATEMENT OF WORK
CLINs 0001, 0002, 0004 and 0005: The contractor shall perform the following requirements:
1.0 INTRODUCTION
The Statement of Work establishes the requirement for engineering and technical services to include: prototype engineering; design, development, build, and testing; technology insertion; performance specifications; performance and data analysis; system fault tree analysis; system safety analysis; system integration; installation support;
computer programming and software engineering; software verification and validation; ILS document preparation and system training development; and on-site technical support, alteration services, Integrated logistics, system certification support and staging in support of surface fleet, submarine, and shore-based installations in support of Hull, Mechanical and Electrical (HM&E) machinery and systems, other Federal Agency vessels, federally contracted vessels and platforms, selected maritime agency vessels, and select land-based sites.
Work performed under this SOW will require the contractor to have a NAVSEA 04XQ approved Quality Plan/Quality Management System (QMS).
SUBSAFE work will not be authorized under this contract. Prior to any industrial work accomplished on submarines, contractor personnel must have completed SUBSAFE/SOC Awareness training. This training is required as work may be accomplished in spaces adjacent to the SUBSAFE boundaries.
2.0 BACKGROUND
2.1 Naval Surface Warfare Center, Philadelphia Division (NSWCPD), as the Division's Machinery Engineering Directorate, is the Navy’s agent for the coordination and planning of all the engineering and technical support services for HM&E machinery and systems. To accomplish this mission, NSWCPD utilizes extensive resources to conduct its business to the best advantage of the Navy, Fleet and other Federal Agency maritime assets. The engineering and technical support services are accomplished in all areas where Foreign Military, U.S. Navy, and MSC ships operate and are homeported. These services are accomplished in whole or in phases that minimize interruption in ship operating schedules while maximizing the capacity of Type Commander and NAVSEA agencies to upgrade and modernize systems.
Examples of the HM&E machinery and systems that are supported by the engineering and technical services described under this SOW are provided below.

3.0 REQUIREMENTS
The specific services to be provided and required data deliverables shall be specifically described in the individual task orders placed against the contract by the Contracting Officer, and shall be within the parameters of one or more of the tasks listed below:
3.1 Program Management
3.1.1 Ensure mission responsive, cost efficient management of the cost, schedule and performance goals and objectives of the contract. Plan and conduct monthly Program Review Meetings.
3.1.2 Analyze technical goals and facility requirements and assist the Government in developing proposals to support the research, development, test and evaluation of HM&E machinery and systems.
3.1.3 Prepare technical reports that document engineering efforts. Reports may be informal summary reports or drafts of formal technical reports, as specified by the Government in accordance with CDRL A007. Assist in the review of technical documentation and provide comments relative to established technical objectives.
3.1.4 Prepare presentation materials such as view graphs, Powerpoints and videos, military equipment specifications, equipment acquisition specifications, etc. Provide technical writing and publication support, and related services.
3.1.5 Prepare status reports that coincide with the start and end dates on i-RAPT invoice submission in accordance with CDRL A001.
3.2 Engineering and Technical Support Services
3.2.1 Component and System Level Engineering Analysis, Development, and Design
3.2.1.1 Provide on-site engineering, test, and analysis services to evaluate safety, reliability, maintainability, performance, and availability, and to identify and develop solutions to engineering, design, and maintenance problems.
3.2.1.2 Furnish support for engineering and technical investigations and analyses relating to concepts and designs, focusing on systems engineering, compatibility and operability, and interfaces. Prepare procedures for integration of new installation/alteration projects, including identifying and defining interfaces and relationships between these programs and other DOD systems and subsystems.
3.2.1.3 Review/develop test specifications and monitor testing of HM&E and Electronic Systems.
3.2.1.4 Provide support to develop drawings, field sketches, test memoranda, installation procedures, maintenance procedures, etc., as required to accomplish necessary work, and to provide revised or updated documentation reflecting the ship's changed configuration.
3.2.1.5 Conduct system engineering to include fault analysis, detection, and isolation, casualty control, human engineering factors, and operations sequencing capabilities in the ships detail design. Establish detailed maintainability design criteria to minimize the maintenance man-hours required for the ship. Provide available equipment MTTR and Maximum Corrective Maintenance Time values, in hours.
3.2.1.6 Conduct ship assessment engineering visits in support of various material assessment programs.
3.2.2 Prototype Engineering
3.2.2.1 Provide engineering services to analyze Non-Developmental Item (NDI)/
Commercial Off the Shelf (COTS) technology insertion, prototype demonstrations and evaluate integration with existing systems and perform system qualification.
3.2.2.2 Develop integrated Operational Evaluations (OPEVALs) and Technical Evaluations (TECHEVALs), planning and necessary ship change documentation (i.e. Ship’s Change Documents (SCDs), Ship Alterations (SHIPALTs), Temporary Alterations (TEMPALTs), Ordnance Alterations (ORDALTs), Field Changes, Alterations Equivalent to Repair (AERs), etc.) for system integration and installation.
3.2.2.3 Establish performance specifications for prototype equipment.
3.2.2.4 Provide engineering and design services and analysis for newly developed or modified COTS systems.
3.2.2.5 Evaluate and install prototype equipment in accordance with performance specifications.
3.2.3 System Automation
3.2.3.1 Provide engineering services to analyze, develop, and design automation of system operation and maintenance.
3.2.4 Graphics Support
3.2.4.1 Prepare graphic materials (Plan of Action and Milestones (POAMs), Variant-tree diagrams, etc.) in support of engineering programs.
3.2.4.2 Develop orientation/presentation materials (i.e., written, viewgraphs, DVDs, Blu-rays, CD-ROM, etc.).
3.2.4.3 Develop design drawings for installation of shipboard systems including prototype systems/equipment.
3.2.5 Computer Programming, Software Engineering and Network Support (CDRL E002)
3.2.5.1 Provide the following computer programming and software engineering services as specified under individual task orders.
3.2.5.2 Provide analysis and design of computer software systems
3.2.5.3 Develop software and graphical user interfaces (GUIs). Document and test code in accordance with established NSWCPD policy.
3.2.5.4 Develop simulation techniques, real-time software architectures, and graphics screen interfaces.
3.2.5.5 Develop software on communications algorithms. (e.g. TCP/IP, UDP).
3.2.5.6 Develop software on Component Object Model (COM) and Active Template
Library (ATL) programming.
3.2.5.7 Provide server and workstation setup and administration. Personnel performing under this task must meet all prevailing IAT Level 2 requirements and provide proof of current (ongoing) certification.
3.2.5.8 Modify and/or develop computer code in the following languages: C/C++, SQL, Java, CMS2, Ada, Visual Basic and Delphi, and other languages as required.
Computer programming languages selected for use in all applications shall require approval by the Navy.
3.2.5.9 Develop and deliver documentation for computer software in accordance with IEEE/EIA 12207 requirements. Tailored requirements will be provided by the Navy. Comments to all source code and any developmental tools shall be provided in a format approved by the Navy.
3.2.5.10 Design, develop, administer, implement, test, modify, and upgrade database maintenance support programs utilizing latest COTS software.
3.2.5.11 Develop and deliver software development plans.
3.2.5.12 Conduct software development testing in accordance with IEEE 12207. Provide the Government access to Test Descriptions and Test Reports, which shall be documented in the Software Document Files and Software Trouble Reports.
3.2.5.13 Conduct software configuration management in conformance to IEEE 12207 and CMM software configuration practices. All delivered products shall be placed under project level configuration control prior to delivery.
3.2.5.14 Provide network engineering and technical services as required to support alteration installation as directed by individual task orders.
3.2.5.15 Provide software verification and validation services including software system emulation.
3.2.6 Human Systems Interface and Engineering Risk/Safety Assessment Support:
3.2.6.1 Provide engineering services to identify system hazards or safety concerns to machinery and personnel during technology insertion, prototype demonstrations or designs and integration with existing systems.
3.2.6.2 Provide engineering services to identify Human Systems interface during technology insertion, prototype demonstrations or designs and integration with existing systems.
3.2.6.3 Provide engineering services to analyze and quantify system hazards or safety concerns to machinery and personnel for frequency and impact during technology insertion, prototype demonstrations or designs and integration with existing systems.
3.2.6.4 Provide engineering mitigations after analysis and quantifying system hazards or safety concerns to machinery and personnel for frequency and degree during technology insertion, prototype demonstrations or designs and integration with existing systems.
3.3 Shipboard, Submarine and Shore-Based Installations
3.3.1 Perform Installation/Repair Planning: Plan and coordinate the use of facilities, equipment, materials and personnel resources necessary to efficiently and effectively accomplish installations and repairs.
3.3.1.1 Designate a Contractor Installation/Repair Team Leader. Team leader shall be the
Contractor’s focal point to the Program Office Alteration Installation/Repair Team (AIT) installation manager.
3.3.1.2 Conduct pre-installation/repair site surveys/ship checks on designated ships and develop a detailed installation/repair schedule and POA&M which details the installation/repairing, testing and checkout phases of the effort. (CDRL A002)
3.3.1.3 Review and compare applicable ship change documentation ( SCD, ORDALTs, SHIPALTs, MACHALTs, TEMPALTs and AERs ) or working plans for each ship class for compliance with existing Installation Control Drawings (ICD) and recommend changes. Include findings and recommendations in the Ship Check Report. (CDRL A003)
3.3.1.4 Ensure that all requirements of the Industrial/Alteration Pre-start Checklist are accomplished prior to the start of the installation/repair. (CDRL A005)
3.3.1.5 Coordinate installation/repair schedule and POA&M with ship’s force, Government and other activities as necessary to ensure proper support is available and interference or delays are minimized.
3.3.2 Alteration Installations/Repairs performed in accordance with Tech Spec TS9090-310 (latest rev).
3.3.2.1 Provide the trade and technical personnel necessary to successfully complete the installation/repair.
3.3.2.2 Provide fabrication services for material, structures, cabinets and other components as specified by plans, drawings or schematics.
3.3.2.3 Provide portable workshops as required to support AIT. Provide the necessary tools, equipment and maintenance for the portable workshop.
3.3.2.4 Remove and relocate all existing equipment as per current drawings. Dispose or reuse removed equipment as required by the task order.
3.3.2.5 Perform the alteration installation/repair in accordance with plans, procedures and drawings developed under SOW 4.1.1, and specific guidance defined in individual task orders.
3.3.2.6 Rehabilitate affected spaces to original or equivalent condition. This includes, but is not limited to:
3.3.2.6.1 Cleaning, preparing, priming and painting the new and disturbed surfaces to match surrounding areas.
3.3.2.6.2 Replacing all deck coverings and insulation damaged incidental to installation.
3.3.2.6.3 Repairing all damaged lagging and installing new lagging where appropriate.
3.3.2.6.4 Preparing and attaching applicable labels/tags to power panels, piping, data cables and power cables.
3.3.2.11 Develop and perform procedures for testing and checkout of installed/repaired systems, including, but not limited to, system circuit tests, system operability tests and quality assurance tests.
3.3.2.12 Provide specific installation/repair status and financial reports as required in individual task orders.
3.3.2.13 Provide materials as stipulated on individual task orders.
3.3.3 Post-Installation Reporting and Closeout
3.3.3.1 Provide Shipboard Industrial Work Completion Reports in accordance with Naval
Ship Systems Engineering Station Instruction (NAVSSESINST) 4720.2C. (CDRL E001)
3.3.4 Other Installation Requirements:
3.3.4.1 Shipboard Industrial Safety: Conduct all installation/repair related activities in compliance with applicable federal, state, local, Naval, ship or industrial facility safety regulations, as applicable.
3.3.4.2 Conformance to Shipboard Routines: Review and ensure conformance to existing shipboard routines regarding cleanliness, personnel conduct, and ship’s security and integrity.
3.3.4.3 Compliance to Environmental Laws and Regulations: Comply with applicable environmental laws and regulations including federal, state, local, Naval, ship and industrial facility. Submit handling reports and disposal invoices to applicable government authorities when working with hazardous material and/or waste.
3.3.4.4 Maintenance of Process Control Sheets: Maintain all necessary process control sheets in accordance with NSWC-PD Alteration Quality Assurance Plan, and applicable direction contained in individual task orders.
3.3.4.5 Verification of Certifications: Provide verification of certification for welders and pipe fitters and all other applicable trades requiring certification. (CDRL A006).
Personnel shall carry a copy of the certification at all times during the alteration. No welder shall be permitted to work, in connection with alteration to vessels, unless they are at the time, qualified to the standards established by the U.S. Coast Guard American Bureau of Shipping or Department of the Navy for the type of welding being performed. No welder shall be permitted to work on production applications of welding other than those for which they have qualified and been approved by the Program Office.
3.3.4.6 All non-nuclear work on nuclear ships must be in strict compliance with Naval Sea Systems Command (NAVSEA) Instruction C9210.4A.
3.4 Integrated Logistics Support (CDRL L001)
3.4.1 Technical Documentation Support
3.4.1.1 Provide evaluation support for existing technical documentation for systems.
Technical documentation includes, but is not limited to technical manuals, (Preventative Maintenance Scheduling (PMS), Engineering Operation Sequencing System (EOSS), Combat Systems Operational Sequencing System (CSOSS), provisioning, and drawings.
3.4.1.2 Provide support for updating and reviewing of technical documentation, as required, as a result of changes to equipment design and logistics support.
3.4.1.3 Develop necessary supporting documentation to support technology insertion of
NDI/COTS.
3.4.1.4 Provide Provisioning Technical Data (PTD) for all material being newly introduced to systems.
3.4.1.5 Supply logistics support information, consisting of providing diagrams, PMS, Integrated Logistics, and overhaul specifications for designated ship/systems and compiling data gathered into standard reports.
3.4.1.6 As specified in individual task orders, provide necessary administrative and logistics support on installation site for the Contractor and Government personnel which may include the need to provide materials, or coordinate special installation requirements.
3.4.2 Staging Support
3.4.2.1 Stage and store Government-furnished material designated as Industrial Activity
Furnished (IAF) as indicated on installation material lists. Provide warehousing and inventory management for material used for NSWCPD technical assistance programs.
3.4.2.2 Provide temporary storage, as required, for Government Furnished Material (GFM) as identified by the applicable installation documentation to be furnished as GFI in accordance with individual task order guidance.
3.4.2.3 Order/manufacture, stage, store until used, package and transfer all material designated as Contractor Furnished Material (CFM). This includes, at a minimum, the types of installation and consumable materials and special equipment rentals/services necessary to perform Materiel Changes to the ships location prior to scheduled start date.
3.4.2.4 Provide for transportation of material between the Government storage facility and Contractor’s storage facility.
3.4.3 General Training Support
3.4.3.1 Provide support and evaluate/audit the training conducted by the Navy's training agencies. This includes providing personnel to assist in conducting systematic audits of training activities, equipment at said locations, and training documentation in support of maintenance feedbacks with training inputs and review of training identifications systems.
3.4.3.2 Provide for updating and reviewing of training material as required as a result of changes to equipment design and logistic support.
3.4.3.3 Review technical content of training material and report findings.
3.4.3.4 Develop training course material to conduct onboard training of ship’s Intermediate Maintenance Activity (IMA) and ship’s force personnel in operation, maintenance and repairs of equipment and systems.
3.4.3.5 Conduct onboard IMA-level training as required to support these systems.
3.5 Surveys, Assessments and Qualifications
3.5.1 Perform surveys and assessments for in-service HM&E machinery and systems. Examples follow. This list is illustrative and not intended to be exhaustive. Surveys and assessments effort shall include the requirements listed below and will be supplemented with specific details contained in individual task orders:
3.5.1.1 Performance surveys will determine whether all systems are operable, calibrated, and capable of supporting the steam and auxiliary systems; ascertain deficiencies; and determine essential needs.
3.5.1.2 Conduct HM&E machinery and systems inspection and operability tests, when required, and document discrepancies found. Such inspections can be for INSURV or other Fleet inspection programs.
3.5.1.3 Categorize deficiencies as being critical or non-critical.
3.5.1.4 Screen deficiencies and provide a report with recommendations/comments.
3.5.1.5 Conduct technical data review, Coordinated Shipboard Allowance List (COSAL) and Technical Manual Survey to determine deficiencies/requirements and document all findings. Conduct review of Preventive Maintenance System (PMS), ship’s Organizational Materials Maintenance System (OMMS) database and technical manuals to ensure logistic and configuration support is correct. Take necessary action to correct deficiencies.
3.5.1.6 Determine the capability of ship's force to maintain and operate the HM&E machinery and systems and provide training (OJT) and familiarization of ship’s personnel in the maintenance and operations of these systems.
3.5.1.7 Provide Combat Systems Ship Qualification Trial (CSSQT) support.
3.5.1.8 Provide Combat Support Systems Repair and Training (CSSRT) support.
3.5.1.9 Provide Combat Systems Readiness Reviews (CSRR) support.
3.5.1.10 Conduct Vertical Launch System (VLS) certifications on the following subsystems:
Missile Magazine Sprinkler System; Missile Magazine Deluge System; Main and Housekeeping Educator System and High Pressure/Low Pressure Air Charging systems.
3.5.1.11 Perform inspections and repair on both 60 Hz and 400 Hz Electrical Power Distribution Systems that support Combat Support Systems.
3.5.1.12 Conduct Firemain and Auxiliary Seawater Systems inspections and repair for all Combat Support Systems as required.
3.5.2 Sonar Pressurization System Programs
3.5.2.1 Ensure inspection teams visit assigned classes of Navy ships for the purpose of conducting Pre-SPOT (Sonar Dome Pressurization Overhaul and Training) surveys on Sonar Dome Pressurization Systems to determine whether these systems are operational, calibrated, and capable of supporting the Sonar Systems. Ascertain deficiencies in hardware, software, personnel and training and determine essential needs.
3.5.2.2 Based on Pre-Sonar Pressurization Operation Test (SPOT) surveys, screen deficiencies and provide a report with recommendations/comments. Recommend ship and repair priorities.
3.5.2.3 Provide onsite Sonar Pressurization System waterfront support.
3.5.2.4 Determine capability of ship’s force personnel to maintain and operate the Sonar
Dome Pressurization System. Provide classroom and On-the-Job Training (OJT) to shipboard and IMA personnel in the maintenance, repair, overhaul, calibration, alignment, and operation of these systems.
3.5.2.5 Overhaul and hydrostatically test valves so that ship’s force may be trained in troubleshooting and maintenance of the internal parts of the valves.
3.5.2.6 Provide QA and installation tracking of components IAW 9090-310 (current rev).
3.5.3 Weapons Handling and Stowage systems
3.5.3.1 Provide shipboard on site assessment expertise to assess and evaluate non MIL
Standard or modified Mil Standard weapons handling and towage Systems; system engineering data and on site assessment is used to provide recommendation for qualification of systems for unrestricted movement of ordnance.
3.5.3.2 Provide waterfront support for Foreign Military Sales (FMS) ships for various systems; provide assessments via ship checks; Overhaul and hydrostatically test valves so that ship’s force may be trained in troubleshooting and maintenance of the internal parts of the valves; provide QA and installation tracking of components
(CDRL A005).
3.6 Quality Assurance
3.6.1 The Contractor shall maintain a Quality System in accordance with NAVSEA Standard Item
(2009) 009-04, “Quality Assurance”.
3.6.2 Assist in the implementation of Alteration QA projects. Prepare elements of the QA program that will be selected and used by NSWC-PLD to formulate overall QA policy.
3.6.3 Conduct quality studies of design, manufacturing, production, control, inspection, assembly, testing, installation, packaging, and shipping for the purpose of assembling data into a QA manual, which meets the Program Office criteria for…
