Solicitation # HQ0034-12-R-3028: Mitigation & Restoration Services
NAICS Code: 562910 - Remediation Services
This is for non-commercial items in accordance with FAR Part 15. This solicitation will be issued as a Request For Proposal (RFP) number HQ0034-12-R-3028. This is a Full and Open Competition. The solicitation will be a Base, plus Four, One (1) Year Option Periods, Indefinite Delivery / Indefinite Quantity (IDIQ) Contract with Firm-Fixed Priced Task Orders for Catastrophe Mitigation and Restoration as follows:
The objective of this contract is to minimize damage from in terms of both property damage and reduced service provided by WHS and/or Tenant Agencies. The selected contractor will provide the level of service that is required to re-establish and maintain normal operation on an "accelerated schedule". An "Accelerated Schedule" is defined as a schedule that will re-establish normal operation with minimum down-time; to include adequate staffing and overlap of trades to conduct work in the most efficient manner achievable. It is expected that all mitigation efforts will be in accordance with "industry standard" levels of effort or greater, and that all restoration will comply with all codes and standards in use at the Pentagon to include everything from building structure through finishes.The selected Contractor shall be responsible for providing all labor, equipment and materials to complete projects from mitigation through return of the restored space to the Tenant. This contract is intended to be broadly defined to allow WHS to use Contractor services on non-emergencies and emergencies at other WHS facilities within the National Capital Region (NCR).
Scope:
•· Provide Emergency Mitigation services on an as-needed basis for the Pentagon Reservation at the levels defined in this PWS;
•· Provide Scheduled Mitigation services on an as-needed basis for the Pentagon Reservation;
•· Provide Restoration services on an as-needed basis to bring damaged Tenant space to pre-catastrophe conditions on an accelerated schedule;
•· Provide Specialized Restoration services for the restoration of unique items on an as-needed basis;
•· Be capable of providing Emergency Mitigation, Restoration, and Specialized Restoration services to other WHS facilities in the NCR, when requested, using the cost basis of this procurement.
Pricing of this contract, will be based on Loaded Labor, Equipment, and Materials to determine compensation on a Firm-Fixed priced basis for Mitigation Services and the use of RS Means for all Restoration Task Orders.
