The Defense Microelectronics Activity (DMEA) intends to issue Request for Quotation (RFQ) H94003-10-T-0011 for a firm fixed-price purchase order for a Miniaturized Interchangeable Communications Kit (MICK) Board Layout and Packaging. The objective of the project is to develop a microelectronics design that will ultimately be miniaturized and housed in an enclosure that can withstand specific environmental conditions. The project will include manufacturing services for the layout, fabrication, assembly, and packaging of the MICK. The MICK will be developed in two Phases: Initial Miniaturization (IM) and Final Miniaturization. The Government will provide the schematic design, physical board dimensions, bill of materials, and any additional data necessary for the contractor to complete the layout, fabrication, assembly, and packaging. The period of performance is 20 weeks after date of award.
This procurement is 100% Small Business set-aside. The North American Industry Classification System (NAICS) code is 541330. The small business size standard is $4.5M. The Defense Priorities and Allocation System (DPAS) is S10. International Traffic in Arms Regulations (ITAR) will apply. Wide Area Workflow (WAWF) Instructions will be incorporated at time of award.
All offerors must be registered with the Central Contractor Registration (CCR) prior to receiving an award. Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration.
The Government will award a purchase order made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors (technical approach and capability; schedule; and past performance).
Interested parties should request a copy of RFQ H94003-10-T-0011 via email to Mary Lawrence, Contract Specialist, at: lawrence@dmea.osd.mil
Telephone and fax requests will not be honored. In your email request, please provide your company name, mailing address, point of contact, phone number/fax number, and email address. The date for submission of offers is August 31, 2010, unless otherwise changed by amendment. No paper copy of this RFQ will be distributed. Questions concerning this RFQ should be directed via email to the Contract Specialist noted above.
