About this opportunity
The U.S. Coast Guard is seeking quotations for MH-65 helicopter spare parts through Solicitation 70Z03826QB0000064, specifically two servo tail rotor components (NSN 1650-14-404-8798 and NSN 1650-14-514-5292) manufactured by Goodrich Actuation Systems SAS. This is a commercial items procurement processed as a combined synopsis/solicitation under FAR subpart 12.6, issued as a request for quotation (RFQ) with no written solicitation to follow. The primary contract requirement mandates that all parts must demonstrate clear, complete, and auditable traceability to the OEM through an approved source, along with either FAA 8130 Certificate of Airworthiness or equivalent EASA certification to ensure aircraft and crew safety. The government will award a firm-fixed price purchase order on a sole-source basis without competitive evaluation, as the Coast Guard has determined that only the identified source can provide genuine OEM parts with required documentation and certifications. Quotations are due by March 9, 2026, with delivery required by March 18, 2026.
This procurement carries no small business set-aside designation and is anticipated to be awarded solely to Prime Industries, Inc. (UEI: YN9GDJXM9375) of Peachtree City, Georgia, which the government believes is the only known source capable of meeting the stringent traceability and certification requirements. The solicitation seeks one unit each of the two servo components with no optional quantities, and specific pricing information is to be provided by offerors in the Requirements document. All parts must be delivered F.O.B. Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with complete documentation of traceability from purchase through delivery and a Certificate of Conformance accompanying each shipment. The procurement falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a small business size standard of 1,250 employees, and the place of performance is within the United States.
