About this opportunity

The U.S. Coast Guard is soliciting quotations for MH-65 spare parts through Request for Quotation (RFQ) 70Z03826QB0000053, specifically four ventilation components designed for MH-65 helicopters. The components consist of right upper ventilation (Part Number 365A58805100), left upper ventilation (365A58805200), right lower ventilation (365A58805300), and left lower ventilation (365A58805400). This is a sole-source procurement anticipated to be awarded to Airbus Helicopters, Inc., the Original Equipment Manufacturer (OEM), based on the determination that Airbus is the only known source capable of providing genuine OEM parts with verified traceability. Offerors must demonstrate FAA AC 00-56 certification or be the aircraft/part OEM itself, and all parts must include a Certificate of Conformance with clear, complete, documented, and auditable traceability from OEM-approved sources. The evaluation will be based on fair and reasonable pricing rather than competitive criteria, given the sole-source nature of the award. The solicitation was posted on February 10, 2026, with a response deadline of February 11, 2026, providing an extremely compressed timeline for quotation submission.

This procurement includes no set-aside designations and anticipates award to Airbus Helicopters, Inc. (Cage Code 3GSZ1) located at 2701 Form Drive, Grand Prairie, Texas 75052-7099. The Coast Guard requires one unit of each of the four ventilation parts, with delivery required by September 22, 2026, on an F.O.B. Destination basis to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. The specific contract value or budget range has not been disclosed in the solicitation notice. Performance of this contract will be accomplished in the United States, with all deliverables subject to quality assurance protocols, immediate notification of supply changes or defects, and inspection and acceptance at the destination facility by USCG personnel. Contractors must also comply with extensive certifications regarding responsibility, debarment status, security requirements, and sustainable products standards as specified in the Terms and Conditions document.
