About this opportunity

The US Coast Guard is soliciting quotations for 10 MH-65 crew harness assemblies, with offers due June 25, 2026 at 10 a.m. EDT. This is a restricted, brand-name procurement on a firm-fixed-price purchase order basis; the justification for other than full and open competition cites the specialized nature of the spare parts and unavailable technical data for non-OEM sources.

All vendors must be certified under FAA AC 00-56 Program. All parts must have clear, documented, auditable traceability to the Original Equipment Manufacturer, Mission Systems Davenport Inc. (Cage Code 99251), and must be approved in accordance with FAA guidelines for aircrew safety. The national stock number is 1680-01-HS1-4518, part number 960020-3. Delivery is F.O.B. Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with a required delivery date of November 30, 2026.

The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; the small business size standard is 1,250 employees. Evaluation will award to the lowest-priced offeror rated as technically acceptable. Technical acceptability is binary—acceptable or unacceptable—based on the offeror's ability to provide new manufactured commercial items from the OEM or an OEM-approved source with exact part numbers matching requirements. Only the lowest-priced offer is initially evaluated for technical acceptability; if unacceptable, evaluation proceeds to successively higher-priced offers. Offerors must submit the Requirements spreadsheet with completed unit prices; pricing will be evaluated for fair and reasonableness, including quantity and prompt payment discounts. Contractors must provide a Certificate of Airworthiness per FAA procedures and a Certificate of Conformance per FAR 52.246-15.
