Luke AFB, AZ, intends to solicit and award a firm-fixed price contract for MESS ATTENDANT SERVICES. The period of performance is for a Base Year and four one-year option periods. Work consists of, but is not limited to, providing all personnel, supervision, and any items and services necessary to perform mess attendant services IAW the Performance Work Statement (PWS).


This acquisition is being offered as a set aside under the SBAs competitive 8(a) program. The North American Industry Classification System (NAICS) code for this project is 722310 (Food Service Contractors) and Standard Industrial Classification (SIC) code is 5812. The Size Standard for NAICS 722310 is $35.5M.
The solicitation will be a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made using Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part 15. The evaluation factors will be Past Performance, Price and Technical. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award a contract to other than the lowest proposed price.
The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. In accordance with FAR 5.203, a solicitation for this requirement will be published on FedBizOpps approximately fifteen (15) calendar days after the date of publication of this notice or as soon as possible thereafter. The government will not pay for any information submitted in response to this solicitation. If at any time the Government determines that the requested services are no longer required, the Government reserves the right to cancel the solicitation and not make an award. This is not a Request for Proposal (RFP) and this announcement does not commit the Government to award a contract. Interested parties are responsible for monitoring the website to ensure that the most up-to-date information is accessed.
