About this opportunity
The Department of the Army National Guard seeks a certified Medical Simulation Operator to provide technical and administrative support for high-fidelity patient simulator systems at the Critical Care Air Transport Team Sustainment Training Center in St. Paul, Minnesota, with proposals due August 15. The procurement is 100 percent set-aside for Women-Owned Small Businesses.
Place of performance is Fort Snelling, Minnesota (133rd Airlift Wing, 642 Hercules Avenue, St. Paul, MN 55111), with flexibility to work at alternate locations within 10 miles of the base. The contractor will work up to 480 hours annually (approximately 32–40 hours monthly) on a Monday–Friday schedule coordinated with training class calendars.
Mandatory qualifications include certification as a medical simulation operator, current Basic Life Support–Health Care Provider certification, at least one year of clinical experience in military or civilian settings, at least one year of experience programming human patient simulators (Laerdal, Nasco, iSimulate, and LLEAP systems), prior course development and education methodology experience, knowledge of military trauma clinical skills and Air Force Medical Service Clinical Practice Guidelines, ability to lift 50 pounds, completion of Antiterrorism Awareness Level I training, and execution of a non-disclosure agreement. Comparable high-fidelity simulator experience is acceptable in lieu of platform-specific certification. The contractor will not access government networks or receive Common Access Cards.
The base contract period runs September 1, 2026 through August 31, 2027, with four one-year option periods extending through August 31, 2031. Award will be firm fixed price with evaluation based on price and past performance across the full five-year contract value. No incumbent contractor currently provides this service. The government provides all simulation equipment, software, space, and furniture; the contractor is not responsible for issuing student certifications. Deliverables include proof of certifications, AT Level I training certificates, non-disclosure agreements, and certified statements of hours worked submitted monthly through WAWF.
