About this opportunity
The Defense Microelectronics Activity seeks proposals to provide manufacturing sustainment and engineering support services for its Advanced Reconfigurable Manufacturing for Semiconductors Foundry and Integrated Circuits Manufacturing Support Laboratories. An Indefinite Delivery, Indefinite Quantity contract with a total value of $96.9 million over five years would provide operations and engineering support through resources, equipment, and operational activities. Task Order 1 with a one-year base period and four option years would maintain and enhance current and future processes. Proposals are due by June 26, 2023 and will be evaluated based on technical approach, past performance, and price.
The requirement is set aside for total small business and will utilize NAICS code 541715 with a PSC code R425. The contract has a minimum $1 million order guarantee. Task orders will be cost-plus-fixed-fee. The place of performance is McClellan Park, California. Key details include a five-year ordering period for the IDIQ and estimated costs for facility requirements like equipment maintenance and hazardous waste disposal provided in attachments.

The purpose of this requirement is to provide manufacturing sustainment and engineering support for DMEA’s Advanced Reconfigurable Manufacturing for Semiconductors (ARMS) and Integrated Circuits Manufacturing Support Labs (ICM-SL) laboratories. The limitations of this requirement and any task orders is subject to the laboratories and ARMS Foundry only. The rest of the DMEA campus, non-lab and non-foundry spaces, is outside of the scope of this requirement.
The ARMS Foundry utilizes advanced semiconductor solutions to resolve obsolescence issues, add capability, improve performance, improve reliability, improve maintainability, and improve availability of microelectronics-based weapons systems. The task order(s) will provide operations and engineering support for the ARMS Foundry and ICM-SL through resources, equipment and operations activities. Additionally, task(s) may provide recommendations that enhance and/or support ARMS and ICM-SL activities for the processes that are installed, are being installed, and/or planned to be installed.
The Indefinite Delivery, Indefinite Quantity (IDIQ) contract will have a 5 year total ordering period with Cost Plus Fixed Fee (CPFF) task orders. The total amount of all orders shall not exceed $96.9 Million. The minimum order guarantee for this IDIQ is $1 Million.
Task Order 1 (TO1) will be for a base year plus four (4) option years.
