Questions and Answers
REQUEST FOR PROPOSAL
HQ072723R0007
Manufacturing Sustainment and Engineering Support (MSES) IDIQ & TO1
Note: All questions have been revised to be made anonymous and in the form on the question.
Our intent is to provide the most honest and accurate answers as possible regarding the facts and the Government’s intent. With that being, said should any conflict arise between this document and the solicitation, the solicitation prevails/overrules. We hope you find this helpful.
1. SPECIFICATION ITEM NO.: RFP Section H PARA. NO.: S16-003, S16-004 (Page 11) On RFP Page 11 in Section H – Special Contract Requirements, S16-003 references that the “Contractor shall provide all supplies necessary to accomplish the services under this contract, including (but not limited to) pesticide, fertilizer, sod and plants” and S16-004 references that the “contractor shall perform emergency or special event grounds maintenance.” Would the government consider removing these references as they do not appear to apply to DMEA Manufacturing Sustainment and Engineering Support scope?
A. Please see the revised clause in Amendment 0001.
2. SPECIFICATION ITEM NO.: RFP Section K PARA. NO.: K (Page 19), L.3.1.3 (Page 25) On RFP page 19, Section K contains no fill-in clauses for Representations and Certifications.
However, Section L.3.1.3 on page 25 states that the “Offeror shall complete and submit the Offeror’s information sheet and all applicable provisions under the Representation, Certifications and Other Statements of Offerors section of the solicitation.” Will the Government please clarify if offerors are required to submit Representations and Certifications, or if a statement that our Representations and Certifications in SAM are valid will suffice?
A. Valid SAM Representations and Certifications will fulfill this requirement.
3. SPECIFICATION ITEM NO.: RFP Section L PARA. NO.: L.1.0 (Page 20), CLIN 0001 (Page 5) On RFP page 20 in Section L.1.0, the RFP states the estimated date of award is September 2023, but CLIN 0001 (RFP page 5) has a start date of 8/1/2023. Will the Government please clarify the start date that offerors should use for calculating price?
A. August 1st 2023 is the correct date. Please see the revision in section L of amendment 0001.
4. SPECIFICATION ITEM NO.: RFP Section L, DD-254 PARA. NO. L.10 (Page 22), L.3.1.2 (Page 25)
On RFP page 22 in Section L.1.4, the solicitation states “Offerors must meet all clearance requirements detailed in the DD Form 254 (Attachment J-01) by the date of contract award.”
Section L.3.1.2 (page 25) also refers to this form as Attachment J-01. However, the DD-254 is actually Attachment 20. Will the Government please update the DD-254 file name or the solicitation reference to be consistent?
A. Please see the revision in section L of amendment 0001.
5. SPECIFICATION ITEM NO.: RFP Section L PARA. NO.: L.2.1, L.2.2 (Page 23) On RFP page 23 in Section L.2.2 in the last bullet, the solicitation states that the Offeror’s “Proposal shall be paginated to include Volume number, factor, and sub-factor.” However, RFP Section L.2.1, page 23 states, “All pages shall be consecutively numbered within each volume.” Will the government please update L.2.2 to match L.2.1, verifying that proposal pages should be consecutively numbered within each volume?
A. Please see the revision in section L of amendment 0001.
6. SPECIFICATION ITEM NO.: RFP Section L PARA. NO.: L.2.1 (Page 23), L.3.3 (Page 26) On RFP page 22 Section L.2.1, within the table, the solicitation states that Volume II title should be “IDIQ and TO1 – Technical Capabilities.” However, in Section L3.3 (page 26), the solicitation states the Offeror’s title for the volume is “IDIQ Technical Capabilities Proposal.” Will the government please update the solicitation to clarify the title for this volume?
A. Please see the revision in section L of amendment 0001.
7. SPECIFICATION ITEM NO.: RFP Section L PARA. NO.: L.3.1 (Page 25) On RFP page 25, in Section L.3.1, the solicitation states “This Volume shall contain the Offeror’s Cover letter, company information and other submittal requirements as listed below.” Would the government please specify what “company information” should be included in the cover letter?
A. Company information is, Commercial and Government Entity Code (CAGE) code, Address, and Unique Entity ID (UEI).
8. SPECIFICATION ITEM NO.: RFP Section M PARA. NO.: M.2.1.2 (Page 32) On RFP page 32 in Section M.2.1.2, the solicitation provides “the following order of importance” with the final item in the list stating “A1 (IDIQ/Task Order Program Management Experience) which is more important than;” with no information following that statement. Would the government please clarify and update the RFP order of importance factors?
A. Please see the revision in section M of amendment 0001.
9. SPECIFICATION ITEM NO.: RFP Section M PARA. NO.: M.2.1.2, M.2.1.3 (Page 33) On RFP Page 33 in the Evaluation Factors sections, the solicitation includes “Section 2.1.2 Factor 1 – IDIQ and TO1 Technical Capabilities” and “Section 2.1.4 Factor 2 – Past Performance.” There is no Section 2.1.3. Would the government please update the RFP to correct the section numbering or add the missing section?
A. Please see the revision in section M of amendment 0001.
10. SPECIFICATION ITEM NO.: 23-3A0 PWS
PARA. NO.: 1.3 (Page 1) In the DMEA 23-3A0 PWS on Page 1 in Section 1.3, the PWS states that “The rest of the DMEA campus, non-lab and non-foundry spaces, is outside of the scope of this requirement.” In order to develop a basis of estimate, would the government please clarify those non-lab and non-foundry spaces that are included and excluded?
A. Non-lab and non-foundry spaces, would be generally defined as office space, storage space, and common areas that are not within the individual foundries or labs.
11. SPECIFICATION ITEM NO.: 23-3A0 PWS
PARA. NO.: 1.3 (Page 1) In the DMEA 23-3A0 PWS on Page 1 in Section 1.3, the PWS states that “The purpose of this requirement is to provide manufacturing sustainment and engineering support for DMEA’s Advanced Reconfigurable Manufacturing for Semiconductors (ARMS) and Integrated Circuits Manufacturing Support Labs (ICM-SL) laboratories. The limitations of this requirement and any task orders is subject to the laboratories and ARMS Foundry only” Would the government please confirm if the Building 2 clean room and associated facilities are in the scope?
A. Building 2 clean rooms and associated facilities are considered within scope of the IDIQ.
12. SPECIFICATION ITEM NO.: 23-3A0 PWS, 23-3B1 PWS
PARA. NO.: Various In the DMEA 23-3A0 and DMEA 23-3B1 PWS documentation, there are several references in each document for a Program Manager and Project Manager, including in Key Personnel.
However, there is no labor category described for the Project Manager. Please clarify if the government meant Program Manager for those areas that reference Project Manager?
A. The Government envisions Program Managers at the IDIQ level and Project Managers as needed per Task Order. There may be instances where smaller task orders will not require a dedicated project manager and the Program Manager will fulfill those duties.
13. SPECIFICATION ITEM NO.: Exhibit 05
PARA. NO.: N/A
Exhibit 05 DMEA Test Lab Equipment and Parts List.xlsx includes sections that are highlighted in different colors. Will the Government please explain if there is any significance to the color coding of the various cells that vendors would need to address for our proposal response?
A. All tools in Exhibit 05 need to be included for calibration. The colors were intended for internal Government use only. Current calibration vendors are provided, however offeors may propose alternative subcontractors whom meet the required qualifications (i.e. ISO 9001 standards).
Tool CID #1503 is currently indicated on as needed basis on the spreadsheet, however for the purposes of the proposal please provide an estimate for annual maintenance.
14. SPECIFICATION ITEM NO.: RFP Section B PARA. NO.: CLIN Item 0001 On RFP page 3 in Section B, CLIN Item 0001 references “Manufacturing Sustainment and Engineering Support Services (MSES) in accordance with PWS 23-3A0.” PWS 23-3A0 is actually the PWS for the IDIQ contract. Will the Government verify that it intends for offerors to price to the TO1 PWS and correspondingly update the CLIN 0001 reference to
PWS 23-3B1?
A. The Government is requesting a fully developed cost proposal for Task Order 1 only, with a period of performance from 01 August 2023 through 31 July 2024 with four (4) option years.
CLIN 0001 of the RFP is a reference to the PWS for the IDIQ. Task Orders will be issued against this CLIN when awarded.
