The Department of State intends to award a contract to the lowest-priced, technically acceptable offeror based on initial quotations, potentially without further discussions. Interested companies must be specialized in SCADA system maintenance and are required to register in the System for Award Management (SAM.gov) for contracts valued over $30,000. A mandatory pre-quotation conference is scheduled for January 14, 2025, at 2:00pm GMT at the Embassy, with interested parties required to contact Procurement_Box4@state.gov by January 9, 2025, to arrange building entry. Quotations must be submitted electronically by January 23, 2025, at 5:00pm GMT, with specific formatting requirements including file size limitations and acceptable document formats.
The solicitation is not designated with any specific set-aside status and covers a base year of service with potential option years. The contract will be performed at the U.S. Embassy located in Lambeth, London, UK, specifically at 33 Nine Elms Lane. Contractors must provide comprehensive maintenance services, including weekend system visits, 24/7 telephone support, and emergency response capabilities with a 36-hour maximum response time for critical system failures. All contractor personnel will be required to complete detailed security clearance documentation and comply with strict Embassy access protocols. While specific budget ranges are not explicitly stated, the contract includes provisions for annual service visits, standard call-outs, and emergency call-out rates. The maintenance service will cover Medium Voltage and Low Voltage electrical control and data acquisition equipment, with the contractor required to maintain specific ISO certifications and use genuine CATISO software and equipment.
