About this opportunity

The U.S. Department of State, specifically the U.S. Embassy in Luxembourg, is seeking a contractor to replace a deteriorated cast iron drainage pipe in the Chief of Mission Residence. The Request for Quotes (RFQ) number 19LU5025Q0003 requires replacing approximately 15-20 meters of pipe that runs from the basement to the attic, serving two bathrooms. Contractors must be registered in the System for Award Management (SAM) and possess a minimum of 5 years of relevant experience. The Embassy will award the purchase order on a lowest price, technically acceptable basis, with a focus on preserving the historical character of the residence during renovation. Quotations are due by March 14, 2025, and must be submitted electronically, with oral quotes not being accepted.

The solicitation does not have a specific set-aside designation and is open to all qualified contractors. The anticipated price range for the project is between $25,000 and $60,000, with a total project completion timeline of 45 days after award. Work milestones include a 7-day assessment and planning phase, 15 days for demolition, 25 days for pipe replacement, 30 days for bathroom renovation, and a final 45-day inspection period. The place of performance is located at 2535 Luxembourg, with the project involving selective demolition of walls, wooden molding, and tiles. The original pipe, installed in 1920, has significant deterioration including cracks and approximately 50% internal volume reduction due to rust buildup, necessitating a comprehensive replacement approach.
