About this opportunity

The National Institutes of Health (NIH) issued a Special Notice announcing its intent to sole source a firm-fixed-price purchase order to DNAFEED INC for Genetic Counseling Services. The notice specifically relates to the National Eye Institute's (NEI) ongoing requirement for genetic counseling services in connection with reference laboratory testing for the eyeGENE Stage 3 program. Issued on May 30, 2025, the notice indicates the government's preference to award the contract to DNAFEED INC under FAR Part 6.302-1, which allows for a non-competitive procurement when a contractor is the only known responsible source. While the notice is not a request for competitive quotes, it provides an opportunity for other potential contractors to submit a written capability statement demonstrating their ability to meet the requirement. The government retains discretion to compete the proposed award based on responses received.

The primary objective of this Special Notice is to secure licensed genetic counseling services for the eyeGENE program, which requires comprehensive counseling services across all 50 states. Key requirements include providing pre- and post-test genetic counseling, maintaining a patient web portal, and ensuring compliance with federal regulations such as 21 CFR Part 11 and WCAG 2/508 standards. Potential contractors must be able to offer services that include family history assessment, explanation of genetic testing risks and benefits, and detailed documentation of participant interactions. The deadline for submitting capability statements is 10:00 a.m. EST on July 6, 2025, with the government anticipating an award approximately five days after the notice date. Eligibility criteria include the ability to meet the specified requirements, demonstrate past performance with government contracts, provide a competitive timeline, and have experience in ophthalmology or rare disease counseling. The opportunity is set aside for small businesses and will be evaluated based on the vendor's ability to meet technical requirements, past performance, proposed timeline, pricing, and specialized counseling expertise.
