About this opportunity
The Department of Veterans Affairs, Office of Information & Technology, intends to award a firm-fixed-price order to Laurel Bridge, Inc. under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract for renewal and enhancement of Digital Imaging and Communications in Medicine (DICOM) Router Application software on a sole-source basis.
The justification cites FAR 16.507-7 and RFO 16.507-6(b)(2), asserting that only Laurel Bridge and its authorized resellers possess proprietary source code access and technical expertise required to maintain the software. Market research conducted February through March 2026 evaluated nine alternative vendors (Medical Connections, MicroDicom, LeadTools, Merge Healthcare, Intelerad, DICOM Systems, AGFA, Sectra, Fujifilm) and two resellers but determined none could interoperate with the VA's existing infrastructure without significant duplication costs and implementation timelines exceeding one year. The procurement covers a 12-month base period with two optional 12-month extensions and includes perpetual licenses for Laurel Bridge Compass routers, PowerTools Suite, developer toolkits, Lighthouse licenses, and Run Time licenses with associated support services. The software maintains 1,931 existing maintenance license subscriptions supporting the VA's Veterans Health Information Systems and Technology Architecture (VistA) Imaging and Community Imaging Exchange (CIES), enabling bidirectional routing of DICOM images across 150+ VA Medical Centers, the Department of Defense, and community providers. Optional tasks include up to 210 DCF Local Server Run-time licenses annually. The acquisition may be set-aside for Small Disadvantaged Veteran-Owned Small Businesses on the NASA SEWP V GWAC. Award occurred on September 22, 2026, with justification to be made publicly available within 14 days.
Notice text
The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Product Delivery Service PDS) Health Infrastructure and Systems Management (HISM), Clinical Imaging Product Line has a requirement for enhancement of the existing Digital Imaging and Communications in Medicine (DICOM) Router Application software that interacts with the VA's Veterans Health Information Systems and Technology Architecture (VistA) Imaging system. DICOM router application software will provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to Veterans at the point-of-care, as well as throughout all the points of the Veterans’ health care in an effective and timely manner.
DICOM Compass routers are utilized at the operational-level at VA medical centers as well as by the Standards and COTS Integration Platform (SCIP) team, Community Image Exchange Services team, and VA IT Technical Staff to route medical images and studies from Veterans Health Information Systems and Technology Architecture (VistA) Imaging (VI) to other medical diagnostic equipment for analysis and additional processing to improve processing efficiently and fault tolerance by decreasing the overall duty time of each DICOM Compass Router. These routers have key functions that are designed for managing and optimizing the flow of DICOM data within medical imaging environments for data routing, data normalization for DICOM headers ensuring compatibility, optimizing resource utilization through load balancing capabilities distributing across servers/storage solutions to prevent overload, backup/redundancy features ensuring continuous data availability and prevent data loss by duplicating imaging data, workflow management supporting creation of customizable workflows to handle complex scenarios, security/compliance with secure communication protocols protecting patient sensitive data during transmission with audit trail functionality, archival/storage management supporting long-term data retention, integration that ensures seamless flows with various imaging systems (e.g., imaging systems, PACS, electronic health records), and interoperability enhancing functionality between different systems/vendors for a cohesive imaging data management environment.
VA facility DCF Run-time licenses are essential component software used by the operations staff at the local VA facilities required to deploy and use LB applications in the production environment. These end user licenses who need to run LB software such as DICOM routers, migrations tools and workflow management capabilities to conduct patient health care services to Veterans.
Awarded contract NNG15SD34B to unknown vendor for unknown amount on 2026-09-22.
