About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 has issued a Special Notice announcing its intent to negotiate a sole source contract with L1 Enterprises for maintenance services on Heidelberg Spectralis Ophthalmologic Cameras. The VA Great Lakes Acquisition Center (GLAC) intends to procure preventive maintenance and emergency repair services for two Heidelberg Spectralis HRA+OCT camera systems located at Edward Hines Jr. VA Hospital in Hines, Illinois and Joliet VA Clinic in Joliet, Illinois. This acquisition is being conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures, as the agency has determined that only one responsible source exists and no other supplies or services will satisfy agency requirements. The contract will be structured as a firm fixed-price agreement with a one-year base period and four one-year option periods under NAICS code 811210. The Special Notice specifically states that this is not a request for competitive quotes and that no solicitation documents are available.
The purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capability to meet the requirements before the government proceeds with sole source negotiations. Interested firms must submit capability statements by email only to Lori Eastmead at Lori.Eastmead@va.gov by 9:00 AM local time on July 24, 2025. To be eligible, contractors must have field service representatives trained by the Original Equipment Manufacturer (OEM) on the specific equipment models, be authorized by the OEM to work on the listed equipment, and provide references from three medical centers where they have serviced similar equipment within the last three years. Key requirements include providing 48-hour emergency response time for critical equipment repairs, unlimited phone support with 4-hour response time, and annual preventive maintenance services using only new original OEM parts. The government reserves the right to proceed with sole source negotiation with the City of Danville if no competitive responses are received, and any determination not to compete based on responses remains solely within the government's discretion.
