About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Network Contracting Office (NCO) 21, has issued a Special Notice announcing its intent to sole source a contract to Teleflex for maintenance services of the AC3 Optimus Intra-Aortic balloon pump system. The notice is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 for commercial items and represents the only official notice of the proposed contract action. The procurement is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. The contract will be a Firm Fixed Price award structured with a one-year base period and four subsequent one-year option periods. The VA has determined that only the Original Equipment Manufacturer (OEM) possesses the capable parts and technicians to perform the required maintenance and repairs.

The primary objective of this Special Notice is to maintain critical medical equipment essential for veteran healthcare services, with the VA justifying the sole-source award based on the system's complex nature. Interested contractors have until February 13, 2025, at 12:00 PM PST to submit their capability responses via email to bruce.lundvall@va.gov. Any response must provide clear and convincing evidence demonstrating the ability to provide equivalent services by the required date. The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(1)(i) as implemented by FAR 6.302-1. While responses will be considered, the government retains sole discretion in determining whether to compete the contract. Notably, this notice is not a request for competitive proposals, and no solicitation will be publicly posted. The VA emphasizes that the continued operation of this medical system is vital to ensuring timely medical care for veterans.
