About this opportunity

The Department of Veterans Affairs Network Contracting Office 23 is seeking emergency fire door inspection and repair services for the Nebraska-Western Iowa VA Health Care System located at 4101 Woolworth Avenue in Omaha, Nebraska. The agency intends to award a sole source, firm-fixed price contract to Atlantic First Industries Corporation under the authority of 38 USC 8127(c) for service-disabled veteran-owned small businesses, with the contract classified under NAICS code 238290 (Other Building Equipment Contractors) and service code J042 (Maintenance/Repair/Rebuild of Fire Fighting/Rescue/Safety Equipment). The procurement is justified as a sole source action because the government believes Atlantic First Industries Corporation is the only vendor with an indefinite delivery vehicle for Philips patient monitoring equipment that meets the requirement. The fire door repairs are critical to ensure veteran safety and must function correctly in accordance with federal safety standards. Interested vendors who believe they can meet the government's requirements may submit capability statements, proposals, or quotations to Contract Specialist John Milroy at john.milroy@va.gov by 12:00 PM Central Time on June 17, 2025.

This procurement does not utilize a traditional set-aside designation but is being awarded under sole source authority specifically for service-disabled veteran-owned small businesses, with Atlantic First Industries Corporation identified as the intended sole source contractor. The government has determined that Atlantic First Industries Corporation is uniquely positioned to provide the required services due to their existing indefinite delivery vehicle relationship with Philips patient monitoring equipment. The notice does not specify contract award values, budget ranges, or specific quantities of fire doors requiring repair, focusing instead on the emergency nature of the safety-critical work. The timeline for vendor responses is compressed, with only four days from the posting date of June 13, 2025, to the submission deadline of June 17, 2025. The government retains sole discretion to determine whether to conduct the procurement competitively based on responses received, though the preference clearly favors the sole source approach to Atlantic First Industries Corporation.
