About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 has issued a Sole Source Justification Notice for the repair by replacement of two chillers at the Hampton VA Medical Center. The contract, valued at $477,454.04, was awarded to J&B Hartigan, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), on February 21, 2025. The procurement involves removing and replacing two end-of-life chillers in Buildings 116 and 146, each with a new 100-ton York YLAA Scroll Chiller, necessitated by critical equipment failures including phased-out refrigerant and unrepairable component damage. The sole source justification was authorized under VAAR 819.7008, which permits non-competitive awards to SDVOSBs, with the contracting officer determining J&B Hartigan as a responsible source based on their successful preventative maintenance history since 2022. The one-time urgent requirement was deemed mission-critical, with the replacement chillers to be installed using crane and rigging services on existing equipment slabs.
