About this opportunity

Army Contracting Command, in collaboration with the Cyber Fusion Innovation Center, Army Cyber Command, and the Army Cyber Technology and Innovation Center, is conducting an Assessment Event for the development of a high-fidelity Internet Service Provider Cyber Range to support Joint Force Headquarters-Cyber (JFHQ-C) operations, with whitepaper proposals due October 13, 2026 at 11:59 PM ET. No set-aside applies.

The Cyber Range must operate in an air-gapped, government-controlled lab environment at minimum Controlled Unclassified Information level and deliver a hybrid physical, virtual, and emulated cloud environment representing ISP infrastructure from Internet Exchange Points through core, aggregation, and backhaul to access networks and Customer Premises Equipment. Required capabilities include end-to-end ISP fabric modeling, ISP-specific attack surface coverage for adversary emulation, carrier-class hardware with real forwarding ASICs and line cards, support for hundreds of thousands to millions of routes and tens of thousands of concurrent sessions, comprehensive situational awareness and telemetry, rapid reset capabilities under 30 minutes, and strict security isolation. Place of performance is Augusta, Georgia. Vendors must propose their preferred operational model—government-operated with vendor build and support, co-managed, or managed service—and clearly delineate deployment, operation, maintenance, training, and support responsibilities. Downselected vendors will present demonstrations December 1–3, 2026, with potential selections announced by December 10, 2026. Follow-on contract negotiations are anticipated to begin January 6, 2027, utilizing various IDIQ contracts, purchase orders, or other acquisition vehicles.
