The Internal Revenue Service (IRS) Unified Communications (UC) division is seeking to procure specialized cabinet and power distribution equipment to support its UC platform infrastructure. The procurement is being conducted through a pre-solicitation notice targeting computer-related service providers under NAICS code 541519. Interested vendors must submit a comprehensive capability statement of no more than 10 pages by February 14, 2025, at 9:00 AM EST to Kayla.J.Dicks@irs.gov. The capability statement must include detailed company information and address four critical technical capability areas: prime contractor management ability, capacity to perform 50% of personnel costs with internal employees, approach to achieving required capacity, and intent to submit a proposal. Evaluation will focus on vendors' technical competence, demonstrated capabilities, and ability to meet the specific equipment and security requirements outlined in the Statement of Work.
The pre-solicitation notice indicates no specific set-aside designations for this procurement. The equipment requirements include two Panduit Server Cabinets (FlexFusion Cabinet, 800mm x 45RU x 1200mm) and four ServerTech Switched PRO2 power distribution units, to be delivered to the IRS location in Memphis, Tennessee. The contract will be a firm fixed price with FOB destination shipping, standard OEM warranty, and support/maintenance provisions. Strict security requirements must be met, including compliance with FISMA, Treasury Security Manual TDP 15-71, and IRS security policies. While specific purchase quantities are listed as estimates, the contract mandates new products only, explicitly prohibiting grey market or secondhand items. Delivery is expected during normal business hours between 8:00 a.m. and 5:30 p.m. local time, with the total procurement aligned with the computer-related services size standard of $34 million.
