About this opportunity
The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, has issued a Special Notice announcing its intent to sole source a software upgrade for the Fujifilm Synapse PACS (Picture Archiving and Communication System) at the Red Lake Service Unit Radiology Department. The notice pertains to specific professional services and software upgrades, including implementation services, digital solutions advisory consulting, and application training. The procurement will be processed under Federal Acquisition Regulation (FAR) 6.302-1, which allows for a sole source acquisition when only one responsible source can satisfy agency requirements. Fujifilm Medical Systems U.S.A., Inc. is identified as the sole developer, licensor, and technical support provider for the Synapse product family, with no available resellers. The total procurement is valued at $10,575 and will be executed as a firm-fixed-price contract.
Contractors interested in responding to this Special Notice must provide clear and convincing evidence that competition would be advantageous to the government in future procurements. The notice is not a request for competitive proposals, and any determination not to compete the requirement remains solely within the government's discretion. Interested parties may identify their capabilities and interests by December 13, 2024, by contacting Christopher Millard at the provided email address. The specific software upgrades include professional services for subsequent implementation services, custom statement of work, after-hours upgrades, digital solutions advisory consulting, and application training. As long as Fujifilm Medical Systems remains the owner of the Synapse product family, future purchases of licenses and technical support will be required to be made directly from the company. Potential contractors should note that this is a targeted procurement for specific software upgrade and support services for the IHS Bemidji Area.
