About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis (MICC-West Point) has issued a Special Notice concerning a potential sole source contract with ESRI Inc. The notice, posted on May 7, 2025, with a closing date of May 12, 2025, indicates the government's intent to negotiate with ESRI as the sole provider of specific services. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13-106-1(b)(1)(i), which allows for sole source procurement when only one source is reasonably available. The notice specifically pertains to ESRI located at 380 New York Street in Redlands, California, and is not a competitive solicitation. MICC-West Point has determined that ESRI is the only source capable of satisfying their specific government requirements.
The primary purpose of this Special Notice is to provide transparency about the government's intent to negotiate exclusively with ESRI and to offer an opportunity for other potentially interested contractors to demonstrate their capabilities. While the notice is not a formal request for competitive proposals, it allows other responsible sources to submit capability statements, proposals, or quotations for consideration before the May 12, 2025 deadline. The government retains sole discretion in determining whether to proceed with the sole source procurement based on any responses received. Contractors interested in being considered must submit their materials by the specified closing date and time. The notice emphasizes that even though ESRI is currently viewed as the sole capable source, the government will review any submitted materials that demonstrate alternative capacities to meet the specified requirements. Ultimately, the final determination of proceeding with ESRI or considering alternative sources rests entirely with the government agency.
