These contracts are being awarded as a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ)/Multiple Award Task Order Contract (MATOC) to provide services for Installation and Logistics Maintenance Services (ILMS) for the United States Coast Guard, C4IT-SC, Command, Control and Communication Engineering Center (C3CEN), Portsmouth, VA.

The guarantee minimum, in the fully funded obligation amount of $50,000.00, was placed on the award documents for each awardee. The contracts were awarded for a base period of 60 months. The total estimated contract ceiling for the 60 month period of performance is $295M. All awardees will be given a Fair Opportunity to be considered for each task order exceeding $3,000.00 issued under this MATOC pursuant t o FAR16.505. Task Orders will be issued on a Firm Fixed Price or Time and Material Basis. Each awardee has the potential (though not likely) to be awarded task order(s) up to a total of $295M ; however, the maximum aggregate dollar value of all task orders, when combined among all ILMS awardees, will not exceed the $295M ceiling.


The contracts are being awarded in accordance with Section 8(a) of the Small Business Act (15 USC 637(a)(1) and the Federal Acquisition Regulation (FAR 19.8) and the executed Partnership agreement (PA) between the U.S. Small Business Administration (SBA) and the Department of Homeland Security.

1.  Confirm that the NAICS code remains 541330 with a $14 mil size standard.  It is 100% 8(a) set aside. 

Question: Who can qualify under this code, including mentor, subcontracting teaming, etc and still meet the size standard? 

Answer:  There are two primary ways a firm can qualify under this requirement. One is the firm must be a certified 8(a) firm and the other is the firm must be an approved 8(a) joint venture.  Both must be certified and approved by the Small Business Administration.  If you have an approved 8(a) mentor protege agreement in place with the SBA, then you can apply for 8(a) joint venture with a mentor, even if the mentor is a large business.

A Subcontracting plan is not required for this requirement; However, FAR 52.219-14 Limitation on Subcontracting is still applicable to this requirement.  

2.  As stated in Amendment #0006, this solicitation, is subject to FAR Subpart19.8.  Please contact your SBA respresentative/office for clarification on mentoring, teaming, subcontracting, meeting of the size standard.  As such, question and answer as it related back to paragraph C.47 TEAMING ARRANGEMENTS, paragraph (c) of the RFP as it relates to each business meeting the size standard corresponding to the NAICS code/size standard for this contract is hereby amended to state, contract your local SBA office for clarification.

1.  Notify all currently known parties, all prospective offerors, and other persons that the United States Small Business Administration (SBA), Office of Hearings and Appeals (OHA) has concluded  that the instant appeal (identified in Amendment #0002) is denied and the Contracting Officer's NAICS code designation and size standard is affirmed.  The correct NAICS Code designation for this procurement is 541330, Engineering Services, with a corresponding $14 million annual receipts size standard.   

2. The due date for submission of Proprosal is hereby extended to February 20, 2013; 2:00 pm EST.

This is a Combined Synopsis/Solicitation for the United States Coast Guard's (USCG) Installation and Logistics Management Services (ILMS) Solicitation for the USCG Command Control and Communication Engineering Center (C3CEN) in accordance Federal Acquisition Regulation Part 12, Commercial Items. The NAICS Code for this solicitation is 541330, Engineering Services. This procurement will be an 8(a) Set Aside. The C3CEN, located in Portsmouth, is seeking capable 8(a) certified small business sources or 8(a) joint-ventures including those with approved SBA Mentor, Protege' Agreements that can provide installation and logistics management services for Command Control Communications Computers Information Technology (C4IT) systems supported at C3CEN. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub-Contractor arrangements, and the SBA's Mentor-Protege' Program procedures. The purpose of this acquisition is to acquire non-personal Installation and Logistic Management Services (ILMS) for the U.S. Coast Guard wide Command, Control, Communication Computer and Information Technology (C4IT) system installation and logistics management. Required support services shall include, but not be limited to, the following:


a. C4IT system documentation support;
b. C4IT system installation and de-installation of equipment;
c. C4IT system Time Compliance Technical Order (TCTO) support;
d. C4IT system field support; and
e. C4IT System Management and Engineering Facilities (SMEF) support.


The installation and logistics management support services are required by the Command, Control, Communications Engineering Center (C3CEN) and Telecommunication and Information System Command (TISCOM) Centers of Excellence within the Coast Guard's C4IT structure.


This PWS establishes and defines requirements for installation, logistics and management services (ILMS) required primarily within the continental United States (CONUS), including Alaska, Hawaii, Guam, or Puerto Rico, and/or OCONUS on an as-needed basis. The contractor shall provide all labor, material, supplies, test equipment, tools, and any other items required to satisfactorily perform support services. Services are to be performed aboard U.S. Coast Guard (USCG) vessels/cutters at USCG shore facilities and potentially USCG units located CONUS/OCONUS.


It is anticipated that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm Fixed Price Labor Hours will be awarded under FAR Part 12. The majority of the Task Orders issued under the IDIQ contracts will be competed among IDIQ contractors unless the contemplated task order meets the exception stated in FAR 16.505. The IDIQ contracts will include five year base period for an estimated total period of 60 months.


Award criteria is set forth in the RFP.
