Integrated Logistics Management Support Services – Attachment 6 LABOR DEFINITIONS – Attachment 6:

PROGRAM MANAGER –The Contractor shall provide a Program Manager who shall be responsible for all Contractor work performed under this contract. The Program Manager is further designated as Key Personnel by the Government.

The Program Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative. The Contractor shall provide the name of the Program Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Program Manager, as well as a summary of his/her experience and qualifications, to the Government as part of the Contractor's proposal. During any absence of the Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Program Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Program Manager without prior written approval from the Contracting Officer. Program Manager must be proficient in writing, electronic correspondence, verbal communication skills in the English language, the use of Microsoft Outlook, Microsoft Power Point, Microsoft Word and Microsoft Excel.

Education: Baccalaureate Degree in the field of Business Administration, Engineering, Computer Science, or a related discipline from an accredited University. Project Management Professional (PMP) training is desired.

General and Specialized Experience may be substituted for Education:

General Experience: Eight (8) years of Program Manager level experience.

Specialized Experience: Five (5) years experience in the C4ISR engineering and/or computer industry.

PROJECT TASK MANAGER – Provides project management professional services for smaller projects, providing leadership and is responsible for project direction through successful performance of a variety of detailed, diverse elements of project management tasks. Directs task to completion, ensuring task orders are completed on time and within budget. Schedules and assigns duties to subordinates and ensures assignments are completed as directed. Incumbent interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems. Duties include, program/contract management; technical guidance and oversight; supervision of design, development, and implementation of complex computer systems; business area analysis; project planning; coordination of resources (including subcontractor management); project status reporting; and performance measurement and reporting.

Education: Baccalaureate Degree in the field of Business Administration, Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Three (3) years experience in the C4ISR engineering and/or computer industry.

Specialized Experience: Four (4) years of project management experience.

PROGRAM ANALYST I - Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Also provides implementation advice on complex problems that require expert level knowledge of a Program Analyst for effective implementation.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Three (3) years experience in the C4ISR engineering and/or computer industry.

Specialized Experience: Five (5) years experience in contract and project management, planning and execution of integrated logistic support management.

PROGRAM ANALYST II - Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Provides advice on complex problems requiring expert level knowledge for effective implementation.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Four (4) years experience in C4ISR contract and project management, planning and execution of integrated logistics support management.

Specialized Experience: Four (4) years experience in analyzing USCG Electronics Systems including but not limited to: Electronic Support Measures (ESM) systems, and any other equipment related to the development, acquisition and operation of complex hardware and/or software; scientific and engineering testing/analysis in laboratory and field environments; installation management techniques; organizational and depot level maintenance policies and procedures; operation and maintenance training for shipboard and shore based personnel; data integrity and system certification.

PROGRAM ANALYST III - Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Provides advice on complex problems, requiring expert level knowledge for effective implementation. Works with minimal direction and supervision.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Five (5) years experience in C4ISR contract and project management, planning and execution of integrated logistics support management.

Specialized Experience: Seven (7) years experience in analyzing USCG Electronics Systems including but not limited to: Electronic Support Measures (ESM) systems, and any other equipment related to the development, acquisition and operation of complex hardware and/or software; scientific and engineering testing/analysis in laboratory and field environments; installation management techniques; organizational and depot level maintenance policies and procedures; operation and maintenance training for shipboard and shore based personnel; data integrity and system certification.

PROGRAM ANALYST IV - Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Provides advice on complex problems, requiring expert level knowledge for effective implementation. Works with minimal direction and supervision.

Education: Bachelor’s Degree in Engineering, Computer Science, or Physics from an accredited college or University.

General and Specialized Experience may be substituted for Education:

General Experience: Seven (7) years experience in C4ISR contract and project management, planning and execution with significant experience in financial configuration and integrated Logistics support management

Specialized Experience: Nine (9) years experience in analyzing recent, updated Electronics Systems including but not limited to: Electronic Support Measures (ESM) systems, and any other equipment related to the development, acquisition and operation of complex hardware and/or software; scientific and engineering testing/analysis in laboratory and field environments; installation management techniques; organizational and depot level maintenance policies and procedures; operation and maintenance training for shipboard and shore based personnel; data integrity and system certification.

SUBJECT MATTER EXPERT - Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Also provides implementation advice on complex problems that require expert level knowledge of the subject matter for effective implementation. From a computer systems standpoint, participates as needed in all phases of software and hardware development with emphasis on the planning, analysis, testing, integration, documentation, training, and presentation phases. From a business process standpoint, provides technical advice, guidance and direction for the improvement, modification, and re-engineering of business processes, policies and procedures for any functional area under consideration or review.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Five (5) years C4ISR experience in contract and project management, planning and execution of integrated logistics support management.

Specialized Experience: Eight (8) years specialized C4ISR technical experience obtained concurrently with C4ISR Systems requirements development and management.

SYSTEMS ENGINEER – Provides management, supervision, coordination, support, and monitoring of a project team. Requisite responsibilities include performance of various systems, the provision of technical guidance, direction, or training across multiple functional areas. Provides input for proposal preparation, project estimation and budgeting, technical review, and presentation. Manages, tracks, controls, and reports on all aspects of engineering project performance, including technical, logistical, subcontractor, and vendor oversight. May provide support in the areas of leadership, development or overseeing development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Generates, or oversees generation of, test and evaluation plans, and executes those plans when necessary.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Seven (7) years experience in the field of C4ISR system requirements, engineering, and lifecycle management.

Specialized Experience: Eight (8) years experience engineering with both shipboard and shore station C4ISR Systems.

SENIOR ENGINEER - Provides management, supervision, coordination, support and monitors project team performance for various systems. Provides technical guidance, direction, and/ or training across multiple functional areas; provides input for proposal preparation, project estimation and budgeting, technical review, and presentation. Incumbent may be responsible for managing, tracking, control and reporting on all aspects of project performance, including technical, financial, contractual, administrative, logistical, and personnel oversight. Incumbent may Lead, develop, or oversee development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Incumbent may contribute to the generation, oversight, test and evaluation plans, and execution of those plans when necessary. Incumbent is responsible for exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems, and documenting and communicating results at all levels. A comprehensive knowledge of DOD military specifications and standards and USCG specifications and standards. Must have recent experience with FCC policies and procedures regarding telecommunication practices; the ability to conduct mandated studies and analysis, correlate and consolidate data, ability to identify existing and potential problems and to define alternative and recommended solutions to problems.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Six (6) years of technical experience with at least four (4) years experience working with C4ISR Systems.

Specialized Experience: Eight (8) years experience engineering with both shipboard and shore station C4ISR Systems.

ENGINEER – Provides management, supervision, coordination, support and monitors project team performance for various systems. Provides technical guidance, direction, and/or training across multiple functional areas. Provides input for proposal preparation, project estimation and budgeting, technical review, and presentation. Incumbent may be responsible for managing, tracking, control and reporting on all aspects of project performance, including technical, financial, contractual, administrative, logistical, and personnel oversight. Incumbent may contribute to the generation, oversight, test and evaluation plans, and execution of those plans when necessary. Incumbent is responsible for exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems, and documenting and communicating results at all levels.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

TEST ENGINEER – Provides support in the Systems Engineer field as it relates to the acquisition program test phases. Preferred experience includes the development of test documentation (strategy, plans, procedures and reports) necessary for the acquisition program. Requisite responsibilities include testing expertise in support of user requirements of complex to highly complex software/hardware applications. Directs and/or participates in all phases of risk management assessments and software/hardware development. Performs analysis of user requirements, test design and test tools selection. Incumbent is responsible for ensuring that the test designs are documented.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: three (3) years experience in the field of C4ISR/Systems Engineering, with three (3) years of technical experience.

SENIOR SYSTEMS ANALYST – Provides management, supervision, coordination, support, and monitoring of a project team. Plans, organizes, designs, and manages technology applications, systems, projects, and evaluates hardware, software and user needs. Analyzes user needs, develops empirical measurements, researches statistical or case management data and observes and documents processes. Creates designs, and modifies systems specifications. Designs user interface, outputs, data and file structures, system logic, system architecture, program flow charts and modules and training, and manages systems and applications development. Analyzes requests from users and identifies solutions. Comprehensive knowledge of DOD military specifications and standards; and USCG specifications and standards; and procedures regarding telecommunication practices. Direct knowledge of and experience with computer operating systems and software is required in the development of Data Base Management systems, presentation graphics, spreadsheets, electronic formula programs, and word processing/desktop publishing programs such as Word, Word Perfect and PageMaker.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Eight (8) years experience working with both shipboard and shore station C4ISR Systems.

Specialized Experience: Eight (8) years experience in systems analysis, contract and project management, planning and execution, and integrated logistic support management.

SYSTEMS ANALYST – Plans, organizes, designs, and manages technology applications, systems, projects, and evaluates hardware, software and user needs. Analyzes user needs, develops empirical measurements to evaluate the adequacy of existing systems processes, researches statistical or case management data and observes and documents processes. Creates designs, and modifies systems specifications. Designs user interface, outputs, data and file structures, system logic, system architecture, program flow charts and modules and training, and manages systems and applications development. Analyzes requests from users and identifies solutions. Conducts mandated analysis, to collect, correlate, and consolidate data to identify existing problems and to define alternative and recommended solutions of management problems. Knowledge of DOD military specifications and standards and USCG specifications, standards and procedures regarding telecommunication practices. Direct knowledge of and experience with computer operating systems and software is required.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University or an associated field.

General and Specialized Experience may be substituted for Education:

General Experience: Four (4) years experience working with C4ISR Systems.

Specialized Experience: Four (4) years experience including both shipboard and shore stations.

TELECOMMUNICATIONS AND/OR RF SYSTEMS FIELD ENGINEER – Provides management, supervision, coordination, support and monitors project team performance for various RF systems. Incumbent provides technical guidance, direction, and training of telecommunications systems and projects. Leads, develops, or oversees development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Responsible for exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, and managerial problems, and documenting and communicating results at all levels.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Three (3) years experience working with C4ISR Systems.

Specialized Experience: Three (3) years experience in the field of C4ISR/Systems Engineering and eight (8) years of technical experience.

SENIOR TELECOMMUNICATIONS AND/OR RF SYSTEMS TECHNICIAN – Responsible for engineering, design, maintenance, and installation of telecommunications systems and electronic systems. A working knowledge of DoD, Federal, and Industry requirements related to communications systems. A comprehensive knowledge of DOD military specifications and standards including USCG/C4ISR specifications and standards is required. Incumbent is responsible for the development and/or review of engineering drawings, to include the development of red-line corrections for “as built” configurations.

Education: Graduate of resident study at an accredited technical institute or have successfully completed an accredited Military School recognized in the field of Electronic Systems Engineer/Maintenance.

General and Specialized Experience may be substituted for Education:

General Experience: Four (4) years experience working with C4ISR Systems.

Specialized Experience: Ten (10) years of experience in direct support of RF communications systems. Eight (8) years of technical experience.

INTEGRATED SYSTEMS TECHNICIAN I

Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. Provide training to client personnel, subcontractors, vendors, and junior technicians. Read system drawings, blueprints, bills of materials, and technical manuals. Conduct performance measurement activities and report findings. Provide oral, written, on-site, or other troubleshooting assistance. Assist in preparing, reviewing, and managing technical documentation, instructions, procedures, and staging lists. Interface and coordinate with client personnel, subcontractors, or vendors to arrange diagnostics, repairs, and order and manage parts. Document and communicate results. Assist client personnel in conferences, meetings, or other problem solving situations.

Education: High School Diploma or equivalent, AS/AA in a technical field, or relevant technical or military training.

General and Specialized Experience may be substituted for Education:

General Experience: At least 2 years experience with integrated systems, as well as experience in installation, troubleshooting, and maintenance of electronic systems.

Specialized Experience: Two (2) years of work experience in the field of integrated systems.

INTEGRATED SYSTEMS TECHNICIAN II

Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. Provide training to client personnel, subcontractors, vendors, and junior technicians. Read system drawings, blueprints, bills of materials, and technical manuals. Conduct performance measurement activities and report findings. Provide oral, written, on-site, or other troubleshooting assistance. Assist in preparing, reviewing, and managing technical documentation, instructions, procedures, and staging lists. Interface and coordinate with client personnel, subcontractors, or vendors to arrange diagnostics, repairs, and order and manage parts. Document and communicate results. Assist client personnel in conferences, meetings, or other problem solving situations.

Education: Associate’s Degree in a relevant field of study, or equivalent relevant technical or military training.

General and Specialized Experience may be substituted for Education:

General Experience: At least 4 years experience with integrated systems, as well as experience in installation, troubleshooting, and maintenance of electronic systems.

Specialized Experience: Four (4) years of work experience in the field of integrated systems.

INTEGRATED SYSTEMS TECHNICIAN III

Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. Provide training to client personnel, subcontractors, vendors, and junior technicians. INTEGRATED SYSTEMS TECHNICIAN IV

Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. General and Specialized Experience may be substituted for Education:

General Experience: At least 8 years experience with integrated systems, as well as experience in installation, troubleshooting, and maintenance of electronic systems.

Specialized Experience: Eight (8) years of work experience in the field of integrated systems.

SYSTEM ADMINISTRATOR –Installs and maintains operating and systems software; systems configuration; establishment of system standards; software and/or hardware evaluation; operating system programming; maintenance of user accounts and profiles; and operating system troubleshooting.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Certification on one or more leading Operating Systems. Two (2) years experience managing networks and network equipment.

COMMUNICATIONS / NETWORKING ENGINEER - Responsible for telecommunication and network planning; engineering analysis; network system development and implementation; development of testing and diagnostic software; development of communication network software development tools; and telecommunications and network troubleshooting.

Education: Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Three (3) years of work experience in the field of communications/network engineering.

COMMS/NETWORKING TECHNICIAN I - Duties may include, but are not necessarily limited to: telecommunications and network installations; Installs cable to include fiber; completes testing using diagnostic software and tools; basic telecommunications and network troubleshooting. Supervision required.

Education: High School Diploma or equivalent, AS/AA in a technical field, or relevant technical or military training.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Two (2) years of work experience in the field of communications/network engineering.

COMMS/NETWORKING TECHNICIAN II - Duties may include, but are not necessarily limited to: telecommunications and network installations; Testing and installation of cable to include fiber; network implementation; using testing and diagnostic software; and telecommunications and network troubleshooting tools. Assembles wires, connects, and/or solders minor components during the production of electronic system assemblies and subassemblies for use on electronic, data processing, communications system, or related items. Works alone or in a team environment. Provides training and guidance to lower level technicians. Some supervision required.

Education: High School Diploma or equivalent, AS/AA in a technical field, or relevant technical or military training.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Three (3) years of work experience in the field of communications/network engineering.

COMMS/NETWORKING TECHNICIAN III - Duties may include, but are not necessarily limited to: telecommunications and network installations; Monitoring, and testing the installation of cable to include fiber; network implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting. Assembles wires, connects, and/or solders minor components during the production of electronic system assemblies and subassemblies for use on electronic, data processing, communications system, or related items. Adjusts devices to tolerances, as applicable. Performs de-install, re-install, and configuration functions, as applicable. Works alone or in a team environment. Directs completion of tasks within estimated time frames and budget constraints. Schedules and assigns duties to subordinates, and formulates and enforces work standards. Coordinates with the client and Program Manager to ensure problem resolution and customer satisfaction. Minimal supervision required.

Education: High School Diploma or equivalent, AS/AA in a technical field, or relevant technical or military training.

General and Specialized Experience may be substituted for Education:

General Experience: Three (3) years experience working with C4ISR Systems.

Specialized Experience: Four (4) years of work experience in the field of communications/network engineering.

COMMS/NETWORKING TECHNICIAN IV - Duties may include, but are not necessarily limited to: telecommunications and network installations; Planning, monitoring, and testing the installation of cable to include fiber; network implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting. General Experience: Four (4) years experience working with C4ISR Systems.

Specialized Experience: Five (5) years of work experience in the field of communications/network engineering.

COMMS/NETWORKING TECHNICIAN V - Journeyman position. Duties may include, but are not necessarily limited to: telecommunications and network installations; Planning, monitoring, and testing the installation of cable to include fiber and network backbone implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting procedures. TRAINING SPECIALIST – Subject Matter Expert (SME) in the field or the topic to be instructed. Candidate is responsible for the training of the C3CEN approved course material at USCG and other units and sites as assigned by the COTR. Makes all exportable classroom arrangements, including, obtaining quotes for classroom space rental as/if applicable and the packaging and shipment (utilizing Coast Guard Supply facilities) of any and all classroom equipment.

Education: High School diploma. Possess formal instructor training/certification.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Three (3) years experience as an Instructor. Experience shall be on the same or similar courses using the same or similar instruction techniques and shall highlight superior communications skills.

ELECTRONICS TECHNICIAN, MAINTENANCE I – Performs such tasks as replacing components and wiring circuits; repairing simple electronic equipment; and taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. Performs repair, maintenance, or installation of various types of electronic equipment, and related devices such as; electronic transmitting and receiving equipment; personal and mainframe computers and terminals; industrial, medical, measuring, and controlling equipment; and satellite equipment.

Education: Successful completion of an Electronics Technical Training Institute, or a similar, related field from an accredited learning Institute or USCG Technical School Graduate.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Two (2) years experience in electronic systems troubleshooting and repair, including both shipboard and shore stations.

Education: Successful completion of an Electronics Technical Training Institute, or a similar, related field from an accredited learning Institute or USCG Technical School Graduate. Education and military experience can be substituted for three (3) years of proven, experience in electronic systems troubleshooting and repair. Completion of a certified technical training institute, or USCG technical schools.

General and Specialized Experience may be substituted for Education:

ELECTRONICS TECHNICIAN, MAINTENANCE III – Responsible for the engineering, design, and installation of telecommunications systems and electronic systems. At least 6 (six) years experience performing repair, maintenance, or installation of at least four of the following equipment/systems: USCG MF, HF, VHF, UHF and SATCOM Communication Systems (including high and low power); US/NATO Secure Voice Systems; USGC Navigation Systems; USCG Navigation Systems, SINS and DGPS Radio Beacon Transmitters, telephone systems, IP-PBX Key Systems; and, USCG RADHAZ/EMC/EMI control measures. Constructs components, sub-units, or simple models or adapts standard equipment. Troubleshoots and corrects malfunctions. Incumbent conducts various tests or experiments which may require minor modifications in test setups or procedures. Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents.

Education: Successful completion of an Electronics Technical Training Institute, or a similar, related field from an accredited learning Institute or USCG Technical School Graduate.

Conducts various tests, or experiments which may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data.

Education: Associate Degree in Engineering or completion of USCG or DOD Technical Schools.

ENGINEERING TECHNICIAN IV – Responsible for the engineering, design, and installation of telecommunications systems and electronic systems. At least five (5) years experience performing repair, maintenance, or installation. Develops or reviews designs by extracting and analyzing a variety of engineering data. Develops or reviews engineering drawings to provide red-line corrections for "as built" configurations. Incumbent applies conventional engineering practices to develop, prepare, or recommend schematics, designs, specifications, electrical drawings, and parts lists. Conducts tests or experiments requiring selection and adaptation or modification of a wide variety of critical test equipment and test procedures; sets up and operates equipment; records data, measures and records problems of significant complexity; and analyzes data and prepares test reports.

Education: Associate Degree in Engineering or completion of USCG or DOD Technical Schools.

ENGINEERING TECHNICIAN V – Responsible for the engineering, design, and installation of telecommunications systems and electronic systems. Responsible for the development of engineering and/or red-line drawings and corrections of "as built" configurations. Incumbent designs, develops documents, and constructs major units, devices, or equipment; conducts tests or experiments; analyzes results and redesigns or modifies equipment to improve performance; and reports results. Plans, or assists in planning, tests to evaluate equipment performance.

Education: Preferred: Associate Degree in Engineering or completion of USCG or DOD Technical Schools.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Six (6) years experience in electronic systems troubleshooting and repair, including both shipboard and shore stations.

ENGINEERING TECHNICIAN VI – Responsible for the engineering, design, and installation of telecommunications systems and electronic systems. Develops or reviews engineering drawings to provide red-line corrections for "as built" configurations. Responsibilities include the preparation of designs and specifications for various complex equipment or systems (e.g., a heating system in an office building, or new electronic components such as solid state devices for instrumentation equipment).

Education: Associate Degree in Engineering or completion of USCG or DOD Technical Schools.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Eight (8) years experience in electronic systems troubleshooting and repair, including both shipboard and shore stations.

VISUAL INFORMATION SERVICES TECHNICIAN I – Required to utilize complex CAD software in generating detailed engineering drawings necessary to support engineering studies and reports. This area is broken down into several disciplines; electrical, mechanical, schematic development, mechanical cabling, printed circuit board design.

Education: High School Diploma or certification from a two (2) year accredited Technical School in the field of Drafting.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Two (2) years experience in the submission of USCG technical drawings may be substituted lieu of the high school diploma or accredited Technical School. A minimum of three (3) years drafting experience to include layouts, illustrations, wiring diagrams, and electrical machine and sheet metal shop, fabrication drawings. A secret clearance is required.

VISUAL INFORMATION SERVICES TECHNICIAN II – Responsibilities include experience in producing manufacturing, assembly, installation, and operation type drawings. Capable of working closely with design originators in the preparation of drawings of unusual, complex, and original designs, which require a high degree of precision. Possess experience in the use of AutoCAD software. Capable of independent judgment in selecting and interpreting data based on knowledge of the design intent, as well as, producing and modifying standard USCG shipboard and shore drawings.

Education: High School Diploma or graduate of an Accredited Drafting Program or completion of a CAD program from an accredited school/university.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.

Specialized Experience: Three (3) years experience in the submission of USCG technical drawings may be substituted lieu of the high school diploma or accredited Technical School. LOGISTICS SPECIALIST – Responsible for coordinating logistic program activities to ensure effective and economical support for servicing products, systems or equipment. Preferred experience includes experience in ILS and store keeping policy and procedures development in Operation Logistics Support Summary (OLSS) documents; USCG Equipment/System Integrated Logistics Support Plan (EILSP); User Logistics Support Summary (ULSS); and with fleet Introduction/Integrated Logistics Support (ILS) certification.

Education: High School Diploma and completion of a certified technical training institute, or USCG/DOD technical schools.

General and Specialized Experience may be substituted for Education:

General Experience: Two (2) years experience working with C4ISR Systems.
