About this opportunity
The National Renewable Energy Laboratory (NREL), operating under the Department of Energy Office of Science, is seeking to procure a Hydrogen Dryer System for their Megawatt-Scale Low Temperature Electrolyzer Research Capability project. The system must consist of multiple dryer units capable of reducing water concentration in hydrogen produced by water electrolysis to below 5 parts per million by volume (ppmv), meeting SAE J2719 and ISO 14687 standards. The dryer units must be individually operable to accommodate flow rates ranging from 3.75 kg/hr to 117.6 kg/hr while allowing for parallel operation with multiple process streams and handling dynamic electrolyzer operation with 10%/sec flow rate variations. NREL will use a Best Value Selection method for evaluation, weighing technical approach at 60%, experience and capabilities at 20%, and schedule at 20%. Critical dates include technical questions due by August 6, 2025, and quote submissions due by August 20, 2025, at 5 PM Mountain Time.
This solicitation operates under NAICS code 333998 with a size standard of 700 employees and has no set-aside designation, making it a full and open competition. No incumbent contractors or current providers are identified in the documentation. While specific award values are not disclosed, the procurement involves specialized hydrogen processing equipment with a Maximum Allowable Working Pressure of 653 psig, and NREL's goal is to fit the entire system within a standard 20-foot ISO container. The preferred delivery timeline is May 2026, and the equipment will be delivered to NREL's Arvada, Colorado campus for installation at the Flatirons hydrogen facility in Golden, Colorado. The system must operate at an altitude of 6,040 feet and meet stringent technical requirements including no sulfur-containing compounds and electrical components compliant with NFPA and NEC standards.
Notice text
NREL requires procurement of a Hydrogen Dryer System for the Megawatt-Scale Low Temperature Electrolyzer Research Capability project. It is the intent of NREL to award one (1) Purchase Order under this solicitation for a hydrogen dryer system meeting the specifications of the Technical Specifications – Attachment No. 1 titled “Hydrogen Dryer System”, dated 7/21/2025. The objective is to procure a Hydrogen Dryer System made up of multiple dryer units that will reduce the concentration of water in hydrogen, produced by water electrolysis, to below 5ppmv at the new Flatirons hydrogen facility per SAE J2719 and ISO 14687 and meet the flow rate requirements of the technical specification. The dryer units making up the system must be individually operable to meet the wide range of flow required, as well as allowing for parallel operation with multiple process streams.
