About this opportunity
The Department of Energy, through UT-Battelle, LLC, is seeking to procure a High-Performance Computing (HPC) system for installation at Oak Ridge National Laboratory under a DOE ICPT agreement. The procurement requires vendors to meet specific technical specifications including support for 480V three-phase power, a node mix of 75% CPU-only and 25% CPU/GPU nodes, minimum 4 GB DDR memory per CPU core, FIPS 140-3 and TAA compliance, and data-at-rest encryption capabilities. Eligible vendors must be the primary holder of a DOE ICPT agreement, demonstrate prior experience with large HPC system awards within the past three years, and qualify as a small business under NAICS code 541519. Interested parties must submit their company name, capability statement, information on past awards, and ICPT agreement number to James Brimhall at brimhalljm@ornl.gov by November 21, 2025, with a formal solicitation due date of December 1, 2025. The evaluation criteria will focus on vendor qualifications, technical capability to meet specifications, and demonstrated experience with similar HPC procurements.
This opportunity carries no set-aside designation and does not identify any specific incumbent contractors. The procurement parameters indicate a substantial systems integration effort, with the HPC solution required to fit within 40 linear feet of space and support total power draws up to 4 megawatts, suggesting a significant capital equipment acquisition. The data center will provide chilled water at 42 degrees Fahrenheit, though vendors may need to supply their own cooling distribution units if warmer water is required. While a specific contract value is not disclosed in this pre-solicitation notice, the technical scope and complexity of deploying a large-scale HPC system indicate a substantial procurement. The November 21, 2025 deadline for capability submissions represents the critical near-term milestone for interested vendors to express their interest and qualifications.
