About this opportunity

The Department of the Army Materiel Command is issuing a Request for Information (RFI) and Sources Sought Notice to identify potential contractors capable of providing comprehensive hazardous waste management services at U.S. Army Garrisons in Germany. The Army requires a non-personal services contract to manage hazardous waste operations across five primary installations: USAG Ansbach, USAG Bavaria, USAG Rheinland-Pfalz, USAG Stuttgart, and USAG Wiesbaden, along with their associated off-installation exercise sites. Prospective contractors must demonstrate the capability to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required for on-site hazardous waste management operations. The Government is particularly interested in identifying capable sources within the European and German markets, though evaluation criteria specific to this RFI have not been detailed in the available notice excerpt. Interested parties must submit their responses by May 8, 2026, with the understanding that this RFI is for information and planning purposes only and does not constitute a binding commitment to award a contract.

This procurement carries no set-aside designation and is intended to replace hazardous waste management services currently provided by the Defense Logistics Agency (DLA). The targeted transition date and full performance start date is October 1, 2026, indicating a compressed timeline for contractor mobilization and transition planning. While specific budget ranges and award values are not disclosed in this pre-solicitation notice, the scope of services across five major Army garrisons suggests a substantial contract opportunity. The applicable NAICS codes are 562112 (Hazardous Waste Collection) and 562211 (Hazardous Waste Treatment and Disposal), indicating that the procuring activity recognizes the potential for multiple qualified sources in this service category. All costs associated with responding to this RFI will be borne solely by interested parties, with no Government reimbursement provided.
