The purpose of this solicitation amendment is to provide vendor questions with answers, located below.

Was there an arc flash study performed in the past? If yes, will VAMC provide a copy of the previous study report and SKM study model?

Yes we can provide the last study, however, the last study does not include the changes to the electrical system for the buildings requested.

All as-built record electrical drawings provided show a secondary electrical system only. Please confirm if the primary/medium voltage electrical system is in scope for this study. If it is, then please provide a single-line diagram(s) of the primary electrical system.

Is there any pre-bid site visit scheduled for this RFP?

A site visit is not scheduled at this time, as there should be sufficient information in the SOW and attachments. If additional information is required, please submit questions by 4PM on September 19, 2022.

For clarification, this is a RFQ under FAR 13, NOT a RFP. There are no FAR 15 procedures utilized or considered in this solicitation. The phrase Bid Documents on the attachments refers to the RFP that information was received under, not to this requirement.

- Do you have an existing one line diagram that we can use to build a quotation from?

Yes, Attached

- As part of the scope of work, will you require data collection services to allow us to perform the Arc flash study?

Perform arc flash analysis in accordance with IEEE Std 1584-2018. For each bus analyzed, determine the following: Flash Hazard Protection Boundary, Incident Energy Level, Required Personal Protective Equipment Category, Type of Fire Rated Clothing, Limited Approach Boundary, Restricted Approach Boundary, Prohibited Approach Boundary, and any other required information per NFPA. Present the data from the arc flash analysis in tabular format and submit the preparation of arc flash warning labels for each piece of electrical equipment, showing the date of issue for each.

- Will an electrician from the VA be available to open panels for us?

Yes

- We will provide AF labels in the format requested, will you affix the labels to the panels or would like us to do it?

Labels shall be machine printed, with no field markings. Contractor shall provide and install Arc flash labels in the following manner:

For each 600, 480 and applicable 208 volt panelboard, one arc flash label per panelboard section.Â

For each motor control center, one arc flash label per section.

For each low voltage switchboard, one arc flash label per section.Â

For each switch gear, one flash label per section. Â

For medium voltage switches one arc flash label per section.Â

For each machine control panel, one arc flash label per section.Â

For each horizontal bus duct, one hanging arc flash label 8.5"x 5.5" every 30'.

For each vertical bus duct, one arc flash label 4"x4".Â

All labels shall be field installed by the contractor performing the engineering analysis. Equipment to be labeled shall include all panels and transformers, down to the last disconnect. Remove existing labels.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.
