About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, is seeking dialysis water quality testing services for its New York Harbor Healthcare System facilities in Manhattan and Brooklyn. The procurement is a Request for Quotes (RFQ) anticipated to be posted on sam.gov on March 3, 2025, with an intended base contract period from March 24, 2025, through February 28, 2026. Prospective contractors must be registered in the System for Award Management (SAM) and are required to submit questions via email to Christopher.Weider@va.gov, with a specific subject line format. The contract falls under NAICS code 541380 (Testing Laboratories and Services) with a small business size standard of $19 million. While specific evaluation criteria were not detailed in the pre-solicitation notice, contractors will need to demonstrate capability to perform water quality testing for dialysis facilities.

The opportunity is specifically set aside for Veteran-Owned Small Businesses (VOSB), which will limit competition to qualifying veteran-owned firms. The contract includes a base year and four potential one-year option periods, providing potential long-term engagement for the selected contractor. The classification code H346 relates to water purification and sewage treatment equipment inspection, and the contract will cover testing services at two VA healthcare locations: 423 E. 23rd Street in Manhattan and 800 Poly Place in Brooklyn. Contractors interested in the opportunity must carefully review the forthcoming solicitation documents and ensure they meet all registration and qualification requirements. The total contract value was not specified in the pre-solicitation notice, but the NAICS size standard suggests potential for substantial work for a qualifying veteran-owned small business.
