This solicitation is a request for proposal and is issued as a 100% Small Business Competitive Total Set-aside under the Standard Industrial Classification code 4226; NAICS code 493190 and the related small business standard of $25.5 million dollars.  The resultant contract will be a firm fixed priced contract with cost reimbursable CLINs.  The proposed performance period is 1 August 2013 to 31 July 2018.  The Contractor will be responsible for providing the necessary personnel and resources during required hours of operation at the bulk storage facility to ensure safe, accurate, and timely receipt, storage, transfer, and issue of  on specification DWCF-owned petroleum products under their control. The Contractor will perform required maintenance to ensure the bulk storage facility and associated systems remain operational to meet the base mission.  Offerors are required to submit the following items as their proposal:  1) Offeror Submission Package (OSP); 2) Technical Proposal; 3) Technical/Management Data (resumes); and 4) All offerors are required to have three (3) Past Performance Questionnaires forwarded from previous customers for work performed within the last three years.  The work evaluated in the questionnaire must be relevant (similar in size, scope and complexity) to the pending requirement.  The questionnaire must be received one week prior to the closing date of this announcement.  Please refer to the solicitation for any additional submission requirement.  Paper copies will not be made available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments to this solicitation. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE code). All responsible sources may submit a proposal, which will be considered by the agency. 


Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The purpose of the Pre-Proposal Conference/Site Visit will be to address questions regarding the solicitation and tour the facilities.  We urge all prospective offerors to attend this conference.

Attendee Registration Requirements - Please provide the full name (Last, First, MI), Social Security Number and Driver's License Number w/ State of Issuance of all attendees via email to:  Gordon.Braxton@dla.mil no later than 3:00 p.m. local Fort Belvoir, VA time on May 8, 2012.  This information must be provided in order to access the military base/conference site and to ensure that adequate seating is available for conference attendees.

Added: Dec 05, 2011 9:58 am Defense Logistics Agency - Energy anticipates issuing an RFP within the next 30 to 60 days for Government-Owned, Contractor-Operated (GOCO) Aviation and Ground Fuel Bulk Storage Services at Eielson AB, Alaska. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required on behalf of DLA-Energy in support of the Department of Air Force fuel storage facilities. The Contractor's responsibility under the resulting contract will be to operate and maintain bulk storage facilities to ensure safe and accurate receipt, storage, transfer, and issue of petroleum products under its control. The contractor will not be required to perform alongside aircraft refueling, truck deliveries, handling cryogenics, operating automated service stations, or other unrelated tasks not specified in the Performance Work Statement. Lowest Price Technically Acceptable Source Selection Procedures will be used to evaluate offers. The expected period of performance is 1 August 13 through 1 August 18. A preproposal conference and site visit will be conducted for this requirement. Registration requirements, location, date and time of the conference will be included in the RFP. This acquisition will be set aside for small business; NAICS: 493190; Size Standard - $25.5M.
