About this opportunity

The Air Force Materiel Command Lifecycle Management Center (AFLCMC/ESS) is soliciting industry capability information for acquisition and sustainment of Integrated Base Defense physical security and electronic intrusion detection systems at DoD locations, with final responses due June 18, 2026. The anticipated procurement is a single multiple-award IDIQ contract with a $1 billion ceiling and 10-year ordering period, tentatively releasing as an RFP in 1QFY27 with award in 3QFY27.

Performance spans Continental United States and Outside Continental United States installations, encompassing 50+ simultaneous installation projects and sustained operations across multiple geographic regions. Work includes design, development, procurement, installation, integration, testing, certification, and performance-based logistics support for intrusion detection systems, physical access control systems, video surveillance systems, sensors, alarms, and integrated security operations across command and control architectures.

Respondents must demonstrate recent experience (within five years) in OCONUS physical security intrusion detection installations for federal agencies; DoD and Department of Energy nuclear material and weapons storage facility projects; Sensitive Compartmented Information Facilities (SCIF) and Special Access Program Facilities (SAPF) compliant with Intelligence Community Directives and UL 2050 standards; Protection Level 1-4 resource security; civil engineering and infrastructure support; security studies and modeling/simulation; Defender Multi-Domain Command, Control, and Communications (DMDC3) platform integration; network infrastructure configuration including Layer 2 & 3, firewalls, VPN, and DoD-compliant systems; DoD cybersecurity requirements and DISA STIGs compliance; and Digital Engineering and Model-Based System Engineering expertise.

Mandatory requirements include active SECRET-level facility security clearance (Government will not sponsor); DCAA-approved cost estimating systems; and ISO 9001-2008 quality management certification. Task orders will employ mixed contract types: cost-reimbursable, Firm-Fixed-Price, and Time-and-Materials. The procurement is classified NAICS 561621 (Security Systems Services) with a $25 million size standard; the Government may consider partial Small Business set-asides, with final determination at RFP release. Service Contract Act wage determinations will apply to service task orders; Davis-Bacon Act requirements are not anticipated.
