DESCRIPTION: The National Park Service, Denver Service Center intends to issue a Request for Proposal for the construction of "Tower of Voices" at the Flight 93 Memorial in Shanksville, PA. The construction contractor will be responsible for constructing a 93 foot tall concrete tower functioning as a monumental musical instrument holding 40 large wind chimes. The tower will be located at the entrance to the park and will serve as the first feature visitors will see as they arrive at the Memorial. In addition to constructing the tower, the contractor will be responsible to install the wind chimes to be furnished by the Government. It is expected that there are elements of the tower that will be pre-cast concrete.

The base work of the contract includes: procurement of materials, earthwork to prepare the project site and construct the supporting earth mound for the tower, installation of site drainage features, installation of a drilled micropile foundation system, erection of the tower structure, placement of concrete plaza and walkway, planting of evergreen and deciduous trees, installation of crushed stone pathways, planting of seeded lawn areas, installation of site and tower lighting, installation of security cameras, installation of site signs, asphalt paving and striping, installation of a lightning protection system, installation of site furnishings and miscellaneous metal elements, and installation of supporting utility systems.


The option work of the contract includes: installation of an additional crushed stone pathway, planting of additional trees, and installation of fiber optic communication lines.


PERIOD OF PERFORMANCE: The Contract Duration is three hundred sixty-five (365) calendar days from Contract Award but no later than September 1, 2018


TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction.


CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $2,000,000 and $5,000,000.


TYPE OF SET-ASIDE: This acquisition will be an Unrestricted procurement.


SELECTION PROCESS: The selection process will be a Best Value Trade Off Source Selection process. The technical criteria for this procurement is expected to include Experience, Past Performance, Technical Approach, and Management Plan. It is also expected that all evaluation factors, other than price, when combined, are significantly more important than price. The solicitation will contain the actual requirements.


DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.


ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about June 28, 2017. Details regarding the Optional Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation.

Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. Added: Feb 07, 2017 4:04 pm THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10.

The Government is seeking to identify QUALIFIED SMALL BUSINESS SOURCES for a competitive procurement under 2017 North American Industry Classification System (NAICS) 236220 for Commercial and Institutional Building Construction (Size Standard - $36.5 Million).


The National Park Service, Denver Service Center requires a firm fixed price construction contract to construct the "Tower of Voices." The construction contractor will be responsible for constructing a 93 foot tall concrete tower functioning as a monumental musical instrument holding 40 large wind chimes. 2. Submission Requirements: The Government invites small business contractors that possess the qualifications for this requirement and are interested in proposing on this contract in the future to submit a response that clearly demonstrates the required qualifications.


Provide descriptions of projects that your firm has been the prime contractor for and self-performed a minimum 15% that are considered to be relevant to this project.


The Government invites SMALL BUSINESS CONTRACTORS that possess the qualifications and capabilities to perform this requirement and are interested in proposing on this contract in the future to submit a response that clearly demonstrates the required qualifications and capabilities.


The response shall include the information necessary to determine your company's ability to meet the requirements described with in this document. For this requirement, if awarded to small business, the limitation on subcontracting will apply, requiring the concern to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Responses shall demonstrate the ability to meet this requirement.


The response shall include descriptions of project that your firm has been the prime contractor for and self-performed a minimum of 15% that are considered relevant to this project. Provide enough information so that it can be sufficiently evaluated to make a determination regarding qualifications. At a minimum, describe the project, who the customer was, where it was performed, what the period of performance was, the entire dollar value, how much and what was self-performed and any other relevant information. For each project, provide the contact information for the customer to include a name, phone number and email address so that past performance information can be obtained. Describe how your company has the resources to finance, schedule and manage this requirement.


Provide bonding capability for a single project, aggregate amount and current available bonding.


Provide the company's point of contact with an email and phone number, the mailing address and DUNS number.


The response to this sources sought is not expected to be a proposal, but rather a summarized description of qualifications and capabilities. Any brochures or currently existing marketing material may also be submitted.


This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the Sources Sought results.
