SCHEDULE OF CHANGES

REVISIONS, ADDITIONS, CORRECTIONS & CLARIFICATIONS

AMENDMENT NO. 000004

The purpose of this amendment is to make the following changes, clarifications, and responses to questions received as of August 2, 2017 as described further in this Amendment No. 000004.

TIME EXTENSION: The Time and Date set for receipt of proposals remain unchanged by this amendment.

CHANGES:

SPECIFICATION REVISIONS:

This amendment 000004 amends one paragraph of the specifications. Refer to the response to question 15 below for changes to paragraph 3.3.D.2 of specification section 31 63 33 –

DRILLED MICROPILES.

DRAWING REVISIONS:

This amendment 000004 does not modify the drawings.

CONTRACTOR QUESTIONS:

Please note that the numbering sequence for these questions is continued from previous amendments.

Question 13:

A pre-caster inquires the following: “Is the precast manufacturer allowed to add a second splice in the columns?” This would make the structure three equal lengths.

Answer 13:

As described in the solicitation documents, a single splice per column within the designated zone or no splice at all is acceptable. A second splice or multiple splices in the columns is not acceptable.

Question 14:

On sheet 57 of 75, note 2 states that the micropiles shall be embedded into rock a minimum of 15 feet. Section 3.3.C of the Drilled Micropiles Specification states that “in no case shall the bedrock embedment length at any pile be less that ten feet.” Please advise which minimum embedment length should govern.

Answer 14:

Per the specifications and the geotechnical report, the embedment in bedrock shall be a minimum ten feet. The geotechnical report also describes that specific installations to achieve a pile capacity with of 82 ton/pile may require a fifteen foot rock socket. Per specification section 31 63 33 - DRILLED MICROPILES, the Contractor is responsible for the final micro pile design with consideration of information provided in the Geotechnical Engineering Report for the project.

Question 15:

In the Drilled Micropiles specification, Section 3.3.D.2 establishes constraints for drilling adjacent to recently grouted or drilled micropiles, and Section 3.3.F.1 requires micropiles to be grouted the same day as the bond length is drilled. Since the micropile installation area is less than 20 feet in each dimension, the specifications may limit the construction progress, especially on a project with time constraints. Please advise if the spacing criteria can be modified to allow working on micropiles in closer proximity.

Answer 15:

Paragraph 3.3.D.2 of specification section 31 63 33 – DRILLED MICROPILES shall be amended as follows:

“The methods and sequence chosen for installation of the drilled piles shall not damage previously installed piles or not yet to be grouted rock sockets.”

Question 16:

On Sheet 54 of 75, the note 2 under the Foundations section states that the allowable micropile capacity is 82 tons. Please confirm that the micropile is in compression only, or provide the tension loads, if required.

Answer 16:

Allowable loads for micropiles: 82 tons compression, 29 tons tension.

Question 17:

On the drawings and in the spec. they call for us to include the penelec fees. Penelec will not quote the contractor, they only bill the owner.

Answer 17:

An allowance of $48,000 for the scope of the Penelec work shall be included in each Offerer’s cost proposal. After contract award, all costs invoiced against this allowance must be supported

4 | P a g e by invoices from Penelec. A formal modification will be executed as needed to adjust the final cost of the Penelec work.

Question 18:

The drawing shows 1 - 4" pvc conduit for the Penelec primary. Penelec specs always call for 2 - 5" conduits [1 active and 1 spare]

Answer 18:

The electrical design, including the conduit requirements, was coordinated with Penelec. No changes to the current design are required as the one 4-inch is sufficient to meet the needs of the site.

Question 19:

Would we be able to get the unfactored loads for the tower (dead, live, wind, seismic, etc.)

Answer 19:

The available loads for the tower are shown on drawing sub sheet S0.01 (sheet 53 of 75).

Question 20:

What is the finish of the CONP-01 concrete paving?

Answer 20:

CONP-01 concrete paving is a seeded aggregate finished pavement in accordance with the requirements of specification section 32 13 13.

Question 21:

What soil preparation is required for the fine fescue seed mix and the disturbance seed mix?

Answer 21:

Refer to specifications 32 91 13 and 32 92 19 for requirements for soil preparation for seed mix.

Question 22:

Will the topsoil need stripped in the disturbance seed mix area even if we do not disturb that area?

Answer 22:

Refer to specifications 26 05 43 and 32 92 19 for work which includes clearing, earthwork and site restoration. Refer to sheet C and L drawing which identify areas to receive Disturbance Mix.

Question 23:

Are the light bollards, not just the fixture, supplied by the Park Service?

Answer 23:

Light bollards with mark number FNM-33AE (F-33AE) will be furnished by the Government complete with the LED fixture, driver, and the bollard housing. Note that there are a total of 23 FNM-33AE (F-33AE) bollard fixtures shown on drawing sub sheet E3.2 (69 of 75). The

5 | P a g e construction Contractor will be responsible for furnishing and installing the concrete pads, conduits, conductors, and related components to provide for a functioning lighting system.

Please note that the stand-alone receptacle pedestals described in Amendment 00002 are not Government furnished.

Question 24:

If a concrete subcontractor has relevant experience working for the prime contractor, which is submitting a proposal for this project, can the prime contractor fill out the past performance questionnaire on behalf of the subcontractor?

Answer 24:

The prime contractor may complete the past performance questionnaire on behalf of the subcontractor for relevant experience.
