About this opportunity
The Department of State Office of Acquisitions Management published a Special Notice on behalf of the Executive Office of the Secretary regarding the agency's intent to negotiate a sole source award with DATAMINR, INC. for the First Alert real-time news and alerting software tool. The requirement is to provide First Alert across the Department of State to support critical missions requiring real-time awareness of global and domestic events impacting U.S. international relations and security interests.
The objective of the Special Notice is to provide continuity of the First Alert software, which has supported Department of State missions since 2018 under previous orders. Interested parties are invited to submit written capabilities by September 15, 2020 to be considered for a competitive award, however the agency may sole source to DATAMINR if no satisfactory responses are received. To be eligible, contractors must demonstrate capability to meet requirements such as processing 100% of public tweets in real time and providing proven experience in global risk and emergency alert detection as outlined in the Justification and Approval document. The opportunity is set aside for total small businesses to provide the First Alert software on a commercial basis for three years in support of diplomatic security and crisis management missions.
Notice text
The Department of State Office of Acquisitions Management, on behalf of the Executive Office of the Secretary, U.S. Department of State issues this special notice of its intent to negotiate a sole source award (3-year) to DATAMINR, INC. for First Alert, a real-time news and alerting software tool.
The requirement is to provide First Alert software to Department of State (DOS) customers. DOS engages in a broad range of critical missions throughout the world supporting U.S. international relations, diplomatic and security interests. To support these missions, DOS requires a single, proven commercial-off-the-shelf (COTS) real-time news and alerting software tool utilizing publicly available information (PAI) to enable DOS personnel to respond in real time. The Department must remain ahead of constantly evolving global and domestic events to maintain mission-critical awareness and help support strategic decision making.
First Alert has been supporting critical DOS missions since 2018. Historically, First Alert was purchased at a smaller scale in 2018 under order number XX and renewed in 2019 under order number XX. This procurement will ensure continuity by renewing these ongoing requirements, as well as support potential future requirements across the Department.
Respond to this requirement by submitting written capabilities/specifications to the Office of Acquisitions Management at the email address provided. This notice of intent is not a request for competitive quotes; however, the Government will consider all responses received by the deadline located in this synopsis. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be placed with DATAMINR, INC.
This purchase is to be processed in conjunction with FAR Part 6.3.
