In accordance with Federal Acquisition Regulation (FAR) Part 5, this solicitation is for a fiber optic cable expansion to the DHS/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP)/Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) located in Anniston, Alabama. The Acquisition Operations Division/Preparedness Section intends to award a firm-fixed-price contract award under the authority of FAR Part 13. The objective of this project is to install 6 pair fiber optic cabling from building 61 LAN closet (1) on the second floor, through basement demark, to terminate in the mezzanine of the Training Building at the COBRATF; install 6 pair fiber optic cabling from ARTC Building 162 network wiring closet to terminate in the mezzanine of the Training Building at the Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF).


THE REQUEST FOR QUOTE (RFQ) IS CURRENTLY AVAILABLE AND IS ATTACHED TO THIS NOTICE.


This competitive acquisition is limited to eligible to Woman Owned Small Business (WOSB) concerns only. Eligible offerors shall be a WOSB concern in accordance to Small Business Administration (SBA) requirements in order to participate in this competitive acquisition. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov on or about May 27, 2015, with proposals being due about 30 days later. It is the responsibility of interested WOSB concerns to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments. The NAICS code is 517919. The Small Business Size Standard for this NAICS is $32.5 million. Any responsible WOSB concern may submit a proposal that will be considered by the Government.


This solicitation notice does not commit the Government to the issuance of a award or contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A firm-fixed-price contract award is anticipated. Award will be made to the lowest priced technically acceptable offeror. The period of performance shall be 60 days from the date of award.
The anticipated contract start date is July 31, 2015.


The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Center for Domestic Preparedness (CDP) is a federal entity and is the designated federal training center engaged in preparing emergency first responders, emergency management officials, state and local community leaders and managers to combat terrorism including response to weapons of mass destruction and hazardous materials incidents. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) and hazardous materials incidents.
