The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) is has a requirement to rent a venue for an event to be held from September 18 - 19, 2019.
(i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
(ii) The solicitation number for this requirement is RNBO-19-00056 and is being issued as a Request for Quotation (RFQ).
(iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03.
(iv) This procurement is unrestricted. The North American Industry Classification System (NAICS) code is 531120 for Lessors of Nonresidential Buildings (except Miniwarehouses), which has a size standard of $27.5 million.
(v) The Department of Homeland Security, Cybersecurity Infrastructure Security Agency (CISA) intends to award a Firm Fixed Price purchase order. The contract line item number (CLIN) for this requirement is as follows:

(vi) See Attachment I Statement of Requirements and Attachment II Clauses. Both attachments will be incorporated into the awarded purchase order.
(vii) The period of performance for this purchase order is: September 17, 2019 to September 20, 2019.
(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) is incorporated into this solicitation. Offerors may obtain the full text version of this provision electronically at www.acquisiton.gov/far/
Offerors shall submit the following information as part of their quote:
- Total Firm-Fixed-Price quote for CLIN 0001 in section v of this solicitation. The fixed rate shall be inclusive of all elements described in the Statement of Requirements.
- Confirmation that the Offeror can meet or exceed the Statement of Requirements, to include the areas of: facility, A/V and livestream, availability of food and light refreshments, event logistics, and location.
Quotes must be submitted by the venue. Quotes submitted by third-parties will not be accepted.
(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) is incorporated into this solicitation.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Facility
Facility shall provide one (1) large conference space, which accommodates up to 1,200 conference participants seated in theater and/or classroom style. This space will be used for the Key Note Address and other large group meetings. One (1) exhibition area for fifty (50) 10X10 booths to accommodate 1,200 standing conference participants. This area shall be used for CISA recruiting efforts and information sessions for CISA Divisions. Four (4) small rooms in classroom or theater style, which accommodates 300 people each. These rooms will be used for breakout sessions throughout the day. Common area space(s), which accommodates up to 1,200 people with 5-6 registration tables and chairs. This space shall be used for transition between sessions which requires up to 15 high top tables and a seating area. One (1) press pool room for the anticipated large media presence at the event. Accordingly, the venue must be suited to accommodate a large press pool and Internet connectivity and electric outlet needs. One (1) holding room for high-level speakers and VIPs. This space shall be used to brief speakers and VIPs. One (1) office space for CISA staff members to prepare and store conference items.
A/V and Livestream
All rooms must have audio/visual capability to enable conference content to be projected for all attendees with a test of the equipment the evening before the event and subsequent testing the morning of the event. Live stream capability to broadcast portions of the conference to maximize its reach.
Availability of Food & Light Refreshments
The venue must be able to accommodate the large number of attendees with onsite and local dining options. The local dining options must be within walking distance to the venue (no more than 2 miles away) to allow attendees the appropriate amount of time to enjoy their meal and make it back to the conference in time for their next session. Additionally, the venue must also provide pricing options that does not require a Food and Beverage minimum since the government will not provide food or beverages to our attendees.
Event Logistics
The venue shall provide ushers, registration support, an On-site IT Technician with expert knowledge of all AV equipment used by the venue, general support staff to assist DHS personnel to keep the summit on schedule, and a space drawing with outlets identified.
Location
The venue shall be located in the National Capital Region within Close proximity to access public transportation.
The award decision will be based on a trade-off between the non-price factors and price. The non-price factors combined are considered significantly more important than price. The Government may award to a higher-priced venue if its facility, A/V and Livestream, availability of food & light refreshments, event logistics, and accessibility merit the price premium. Venue capabilities will be verified by the Government through independent research.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Oct 2018) is to be submitted with your quote by ensuring the venue's System for Award Management (SAM) record is active.
(xi) FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2018) applies to this acquisition. See Attachment II- Clauses.
(xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2019) applies to this acquisition. See Attachment II- Clauses.
(xiii) There are no additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable for this solicitation.
